- This synopsis is hereby issued in accordance with FAR Part 5.203 and FAR 13.501(a) in response to the mandatory requirement for a 15-day notification. The purpose of this synopsis is to announce the Food and Drug Administration's (FDA) intent to negotiate a Firm Fixed Price sole source contract with Quality Engineering Associates (QEA), Inc., located at 755 Middlesex Turnpike, Unit 3, Billerica, Massachusetts 01821-3727 to the purchase of Counterfeit Detection Device, 5.0, prototypes. The Government intends to negotiate solely with QEA, as the only source capable of providing the required devices. Quality Engineering Associates (QEA) was awarded a contract (HHSF223201710038C) for the research and development of the CD5 prototype in 2017. The deliverable for the contract, one CD5 prototype, was met in May 2018. The FDA now requires five (5) additional CD5 prototypes which will be used in the field by Consumer Safety Officers (CSOs) at multiple International Mail Facilities for evaluation and use over a period of 3 to 6 months. The information captured will be used to finalize the production units that will be manufactured by QEA and will be used in FDA’s field and laboratories. The following work/quantities shall be purchased under this order: Five (5) counterfeit detection devices version 5.0 prototypes. Familiarization training for up to four (4) users. The anticipated period of performance for this work is twelve (12) months. The anticipated dollar value of this purchase is $149,700.00 THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS, however, interested firms may submit a capability statement in response to the above requirement with pricing information by August 7th, 2018@ 2:00 PM Local Time to Christopher McGucken, Contract Specialist, Phone: (240) 402-7566, Email: Christopher.McGucken@fda.hhs.gov.
