Description
Redacted SSJ This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis IAW FAR Part 13.106-1(b). The proposed source is Name of Proposed: FLIR Systems, Inc., 9 Townsend West, Nashua, NH 03063. The US Army Research Institute of Environmental Medicine (USARIEM), Natick, Massachusetts mission is to procure FLIR T1020sc Handheld Infrared Camera model. This model is a mobile high-speed imaging and measurement thermography camera that records 1024 x 768 HD resolution images at 30 frames per second to accurately capture skin temperature for the whole body during cold exposure. The camera is capable of streaming HD data at 120 Hz with a temperature resolution of ± 1°C. The camera can be used in extreme environments as low as -15°C. The temperature ranges of the camera are needed for collecting accurate data during cold-weather field experiments to test auxiliary heating devices as well as examine the risk of peripheral cold injuries (e.g., frostbite). Data imagery can be viewed, acquired, analyzed, and shared in FLIR's Research IR Max software or with MathWorks® MATLAB. Please see attached redacted SSJ for more information. There are no set-aside restrictions for this requirement. The North American Industry Classification System (NAICS) for this requirement is 333314 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals; however, if a vendor challenges the basis of this requirement, please email challenges and product capability statements (formats for submission: PDF, MS Word, or MS Excel to Jared Acre at jared.d.acre.civ@mail.mil, reference solicitation number W81XWH18R0112. Closing date for challenges is no later than 12:00 pm local (Eastern Time), 7 September 2018. No phone calls will be accepted. Please note that a determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.
