PSC: 4320 NAICS: 333996 Agency/Office: Defense Logistics Agency Detachment Title: PARTS KIT, HYDRAULIC NSN: 4320-01-086-6793 Quantity: Production Quantity-27 each & 100 % Option 27 each FOB: OriginThis Solicitation is Set-Aside for Small Business Concerns Manufacturer Part Number: 12284862 TECHNICAL DATA PACKAGE (TDP) IS AVAILABLE FOR THIS ITEM AND CONTAINS PURCHASED PARTS. REFER TO THE PRODUCT DRAWIN(S) FOR DETAILS. A FIRST ARTICLE TEST REPORT IS REQUIRED IN ACCORDANCE WITH THE CLAUSE ENTITLED "FIRST ARTICLE APPROVAL--CONTRACTOR TESTING". FAR 52.209-3. First Article Test (FAT) is required. Waiver may be authorized; see waiver provision in Section L. FOB: Origin EXPORT CONTROLLED Joint Certification Program (EXPORT CONTROL) You must be certified under the United States/Canada Joint Certification Program (JCP) (https://www.dlis.dla.mil/jcp/) to be granted access to the technical data (TDP) for this solicitation, via FBO (www.fbo.gov). To register, or to re-register, please select the DD Form 2345 link from the Joint Certification Program (JCP) Home page ((https://www.dlis.dla.mil/jcp/) and follow the instructions for completion, noting the required documentation to submit with the form. Mail the Form 2345, along with the required documentation to the address is provided on form; it CANNOT be faxed or emailed. The process should take no more than one week for you to be certified or denied for approval under the JCP. If you encounter problems, please contact JCP at 1-877-352-2255 or via email at dlacontactcenter@dla.mil. Your firm must request access to the TDP in FedBizOpps (www.fbo.gov) in addition to submitting the above form in order to be granted access to the TDP. Once these requirements have successfully been completed, you will be granted access to the TDP. If you do not have access to FedBizOpps, recommend you register as soon as possible. REVERSE AUCTION The solicitation will contain provision 52.215-9023, Reverse Auction, which allows for the use of a reverse auction as a pricing technique. After the solicitation closes, the contracting officer will determine if a reverse auction will be held. If a reverse auction is held, contractors must be registered in the reverse auction system in order to participate in the auction. Additionally, the contractor representative participating in the auction must have taken the on-line reverse auction training prior to the auction. Registration, on-line training, and other information regarding the reverse auction can be found at https://dla.procurexinc.com. Any questions related to the reverse auction system or process can be directed to the Contract Specialist. NON-DISCLOSURE AGREEMENT (NDA) APPLIES: Bidders are hereby notified of the following requirements: In order to receive the technical data package, all bidders may be required to execute a Use and Non-disclosure agreement (NDA) binding each bidder to the terms and conditions of the agreement. Vendors must have access to FedBizOpps (www.fbo.gov). A copy of the non-disclosure agreement is an attachment to the solicitation when the solicitation is issued on the web. An official authorized to legally bind the company must sign the NDA. Upon execution of the NDA, it must be returned to the Contract Specialist by email or fax. Upon receipt of the signed NDA, the technical data will be released in FedBizOpps (www.fbo.gov). Your firm must request access to the TDP in FedBizOpps in addition to submitting the NDA in order to receive the TDP. Once these requirements have successfully been completed, you will be granted access to the TDP. If you do not have access to FedBizOpps, recommend you register as soon as possible at (www.fbo.gov).
