Description
The purpose of this acquisition is to acquire a web-based, commercial off-the-shelf health promotion product that includes management tools for FOH staff and end users. Intent to Sole Source: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of Federal Occupational Health (FOH), intends to sole source to: Brittingham Software Design, Inc. 440 HWY 513 Califon, NJ 07830-4301 Brittingham Software Design, Inc. (BSDI) currently provides an Interactive Online Health Promotion Tool to provide services to FOH. BSDI has a current ATO with HHS, which is required to provide these services to FOH. The web-based system that is provided must be reliably available as a secure web based application that is accessible through the internet via a personal computer in an environment capable of receiving an Authorization to Operate (ATO) on behalf of HHS. The environment and system will be subject to HHS' Certification and Accreditation (C&A) process to receive the ATO prior to use by Federal employees. HHS officials will approve the ATO and HHS will perform or contract out the independent System Test and Evaluation (ST&E) requirements of the C&A process. Contractors must demonstrate experience in maintenance and support of secure internet online data systems, website management, and website interface design. Since BSDI already has an ATO with HHS, in the interest of economy and efficiency, it is a logical follow-on to the task order already issued under the contract. The purpose of this acquisition is to acquire a web-based, commercial off-the-shelf health promotion product that includes management tools for FOH staff and end users. It must include online health risk appraisals and healthy lifestyle information with personalized wellness tools used by FOH staff to service FOH's inter-agency customers. This system shall be a one-stop-shop Comprehensive Lifestyle Management Center with a range of services that connects FOH customer to resources in all wellness dimensions including physical, social, emotional, and spiritual wellbeing. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
