The information sought herein is for planning purposes only and shall not be construed as aRequest for Quotation (RFQ), Request for Proposal (RFP), or invitation for bid (IFB), or as an obligation for commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the government as a result of information submitted in response to this sources sought announcement. The government does not intend to award a contract on the basis of this announcement or otherwise pay for any information submitted by respondents to this request. This notice is for market research purposes only and is not indicative of a full requirement. Should a requirement arise, the full requirement will be detailed in the solicitation, if issued. This sources sought for the UPGRADED FLOW TRANSFER SYSTEM (FTS). Item, Model:  (1) Flow Transfer System Upgrade Manufactured for CompuFlow Model: FTS This requirement supports the liquid flow turbine meters used in the flow transfer system (FTS) (Model FTS CompuFlow Solutions LLC) liquid flow measurement system. This is an accurate device used to measure liquid flow. The current FTS consists of a standalone electronics box, laptop computer, and cables and flow meters. The three main points the redesign consist is (1) the electronics and computer will be integrated into single waterproof protective case that can be carried and /or wheeled along by the user. (2) The electronics and computer will be constructed to reduce the risk of mechanical failure, electronic interference, and damage by calibration fluid spillage using gaskets and waterproof or water resistant computer components. (3) The FTS electronics and computer case will not include extra space so the flow meters, cables and flow straighteners cannot be stored with the electronics. There will be a second case to carry the wetted materials (flow meters and straighteners) along with the cables. An initial prototype will be looking to be procured and delivered for review. The prototype will then be accepted and then considered complete. This prototype will include flow measuring functionality of existing FTS will be identical to the flow measuring functionality of the upgraded prototype (FTS) CompuFlow Solutions. This will include eight channel readout that reads and displays all eight channels in real time, with a second computer program to calculate new "K" factors for meters under test, referenced to the FTS. The upgraded FTS will allow for at least 100 meter, fluid, and temperature profiles to be input and stored. This FTS shall be designed to allow owner calibration and repair. The software and hardware will contain the following attributes. The FTS shall be able to use single rotor and dual rotor turbine meters. The software shall be able to sum the dual rotor signal. An internal diagnostic program for troubleshooting of the meter under the test, the standard meter, and the internal electronics of the FTS. The FTS electronics and computer are integrated into a single protective, waterproof case that can be carried by handle and/or wheeled behind the user. The FTS electronics and computer case will not have any extra room so that the user cannot store cables, flow meters, or flow straighteners within the case; this is the reason for the second case. The FTS computer will be made waterproof or water resistant. The FTS electronics will be waterproofed within the case. The FTS electronics and computer will be constructed to reduce the risk of failure from electronic interference and mechanical damage. The FTS computer is controlled with a touchscreen or membrane keypad, eliminating the keyboard. The second waterproof case will be included that has compartments to store cables, flow meters, and flow straighteners. The case will be constructed so that it is not damaged by exposure to MIL_PRF-7024E Type II solvent, gear oils, and hydraulic fluids, and so that it can be easily cleaned when exposed to these fluids. This case will be constructed so that it can be carried by handle, and /or attached to the exterior of the FTS electronics and computer case, and /or rolled behind user.
