Description
Sole Source Justification Statement of Work Synopsis #: FA8601-18-Q-0179 Notice Type: Special Notice Synopsis: The United States Air Force, AFLCMC/Base Support Contracting Division, Wright-Patterson AFB, Ohio 45433-5344. This is a Sole Source synopsis published for informational purposes only. This proposed action is for the procurement of an Expeditionary DEW Atmospheric Testbed (with three main components: TSI Brand Particle Counter / Size Spectrometer, Leica Geosystems Brand LIDAR - Aerosol Vertical Profiler, and Applied Technologies, Inc.'s Turbulence Eddy, Winds, Gas Analyzer Flux Measurement Suite) for the Air Force Institute of Technology located at Wright-Patterson AFB. The reason for lack of competition is that Applied Technologies, Inc. Turbulence Eddy, Winds, Gas Analyzer Flux Measurement Suite is the only system available that is able to meet all AF requirements, including the data consistency with previously purchased Applied Technologies Inc. Equipment for an on-going research effort. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1)(ii). This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 334513 - Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables and FSC code 6150 - Miscellaneous Electronic Power and Distribution Equipment. Business size standard for NAICS 334513 is 750 employees. The proposed source is Applied Technologies, Inc. A determination by the Government not to compete this proposed contract regardless of responses that may be received to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources or authorized distributors may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by Thursday, 30 August 2018 by 11:00 am EST and meets all the following requirements: Minimum requirements: The Expeditionary Directed Energy Weapon Atmospheric Testbed requires three composite capabilities to effectively identify laser and sensor operational envelopes, which are in turn impacted by aerosols and turbulence and their interaction. These composite capabilities include: (1) a water-based condensation particle counter and size spectrometer to measure aerosol concentration and size distribution; (2) a LIDAR to enable detailed, vertical profiling of aerosol layers and their optical properties; and (3) a Turbulence Eddy, Winds and Atmospheric Gas flux Measurement suite. The following specification lists the minimum (threshold) requirements for each of these components in turn. Objective requirements are also highlighted when available. TSI Brand Particle Counter / Size Spectrometer: QTY (1) 1. Dedicated Condensation Particle Counter (CPC) to measure total aerosol number concentration and a dedicated mobility particle size spectrometer system to quantify aerosol size distribution. 2. CPC working fluid (particle condensation growth): Water (distilled) - no butanol and/or isopropyl alcohol based condensation, which are toxic and/or flammable 3. 24/7 operation: "Re-charge" / refill aerosol particulate condensation fluid reservoir or cartridge no more frequently than once every week (threshold), four weeks (objective) 4. Records aerosol number concentrations in the atmosphere and determines concentrations with sizes ranging from as small as 0.0025 microns to as large as 1.0 micron (threshold), 3.0 micron (objective). 5. Broad aerosol particle concentration range: for extreme dust/smoke scenarios, capable of single particle counting up to 400,000 aerosol particles/cm3 6. Count/concentration accuracy: +/- 10% 7. Mobility particle size spectrometer system characterizes aerosol particle size distribution (particle size spectrometer) from 0.0025 microns to.150 microns or 0.010 microns to 1.0 microns: particle resolution at least 64 size bins (channels) per decade in each of the above mentioned size ranges 8. Size spectrometer system using aerosol neutralization shall be non-radioactive 9. Built-in ethernet capability as well as RS-232 and/or USB interface 10. System control and data processing software, designed for use with Microsoft® Windows operating systems, to simplify set up, operation, data collection, and analysis Leica Geosystems Brand LIDAR - Aerosol Vertical Profiler: QTY (1) 1. Automated, continuous monitoring of atmospheric aerosol layers and features, to include boundary layer detection 2. Profiling / Detection range: 250m - 15km, day and 250m - 20km night (threshold); 100m - 20km day and 100m - 25km night (objective) 3. Range resolution (layer thickness): 30m (threshold); 5m (objective) 4. Pump laser diode life: 10000 hours, user-replaceable 5. Equipment, functionality, and processed LIDAR output is compliant with NASA's worldwide Micro-Pulse LIDAR Network (MPLNET) specifications; NASA's Micro-Pulse Lidar (MPL) network currently only allows MPLs produced by Leica Geosystems into the network. See https:\\mpnet.gsfc.nasa.gov for additional specification details. 6. Operates on standard US wall plug power rating 7. Operating Temperature and Relative Humidity: 10 to +35 degrees C and 0 to 80% (threshold); -20 to +45 degrees C and 0 to 100% (objective, with weather enclosure) 8. Computer interface / Data transfer: USB/Ethernet 9. Eye safety compliance with EN-60825/ANSI Z136.1 2000 10. Unattended operation, transportable for deployed operation 11. Compact, potential for use onboard an aircraft (Weight, less than 30kg; Size, less than 35cm x 40cm x 90cm) 12. Properly sized weather enclosure for extended operation 13. Windows-compatible, PC-based data processing software for analysis of aerosol extinction and backscatter, depolarization ratio, LIDAR ratio Applied Technologies, Inc.'s Turbulence Eddy, Winds, Gas Analyzer Flux Measurement Suite: QTY (1) Complete System (Complete System comprised of: QTY (4) Sonic Anemometers, QTY (2) Gas Analyzers, QTY (1) Specialized Data Processing, configured Toughbook, and QTY (1) Calibration Equipment. Please see the minimum requirements below for specific details.) 1. A fully synchronized, atmospheric gas flux analyzer (i.e. CO2 and H2O) and 4D horizontal/vertical winds measurement capability (integrated turn-key capability, available off-the-shelf) 2. Measures open path CO2 and H2O gas densities to within +/- 1% of reading 3. CO2 measurement sensitivity to H20, +/- 2.0e-5 mol CO2/mol H20 4. H2O measurement sensitivity to CO2, +/- 0.02 mol H20/mol CO2 5. Precision 4D wind measurement, simultaneous three directions ("u", "v", and "w" components) at high frequency (up to 200Hz) 6. Wind velocity measurement range and accuracy: +/- 30m/s (threshold), +/- 36m/s (objective); accuracy: +/- 0.01m/s, and minimal to no boom (mounting bar) obstruction in the same horizontal plane as the measurement path irrespective of prevailing winds at measurement location 7. Wind directional measurement range and accuracy: 0 - 359 degrees and +/-0.1 degrees, respectively 8. Absolute temperature measurement range and accuracy: -50 to +70 degrees C and +/-1.2 degrees C, respectively 9. Sonic temperature accuracy: +/-0.10 degrees C (threshold); +/-0.050 degrees C (objective) 10. Operating Temperature and Relative Humidity: Gas Analyzer, -25 to +50 degrees C; sonic anemometer, -50 to +70 degrees C; and 0 to 95% (threshold), 100% (objective), respectively 11. Deployable: less than 25kg total sonic anemometer and gas analyzer weight 12. Data output: RS-232 and/or USB compatible, at 5/10/20Hz (gas analyzer) and 1 Hz to 200Hz for sonic anemometer 13. Integrated control system that queries, collects, records and processes data from CO2 and H2O gas flux analyzers / sonic winds equipment 14. Unattended operation Gas analyzers and sonic anemometers can be calibrated in the field (i.e. does not require return to OEM) Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: Applied Technologies, Inc. provides the only device capable of satisfying all of the Government's requirements, including the ability to maintain data consistency with previously purchased Applied Technologies Inc. equipment being used in an on-going research effort. Other vendors provided their Turbulence Eddy, Winds, Gas Analyzer Flux Measurement Suite capabilities during the market research phase, but none could meet all of the technical requirements. The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD.
