Description
The USDA ARS - WBSC intends to award a sole source Firm Fixed Purchase Order (PO) to PARTNERS IN MEDICINE, LLC, 11469 OLIVE BLVD, SUITE 12, ST. LOUIS, MO 63141-7108. This order will purchase a Partner in Medicine: CNAP 500 HD System Bundle & Associated Components along with 12 Month Service Agreement in support of the ongoing research at USDA ARS, Western Health Nutrition Research Center (WHNRC), 430 West Health Sciences Drive, Davis, CA. The Firm Fixed PO will include the following: 1. PARTNER IN MEDICINE: CNAP 500 HD SYSTEM BUNDLE • #21-FHCN-15500 - CNAP(TM) MONITOR 500AT • #21HHCS02301 - UPGRADE OF CNAP MONITOR 500AT TO HD • #PIM306 - INTERFACE CABLE FOR AUXILIARY ANALOG OUTPUT PORT; CNAP MONITOR 500HD 2. PARTNER IN MEDICINE: OPTIONAL COMPONENTS • #21-FHGW-05500 - CNAP(TM) MONITOR CART • #1301 - CNAP(TM) MONITOR MOUNT 3. PARTNER IN MEDICINE: SERVICE AGREEMENTS • #21-FDSE-10521 - CNAP(TM) MONITOR SERVICE AGREEMENT; 12 MONTHS USDA ARS, WHNRC is purchasing the Partner in Medicine CNAP TM 500 HD System & Optional Components in support of their ongoing research to monitor blood pressure continuously, in real time. It is critical for them to have the ability to attain accurate & precise measures of blood pressure (BP) and hemodynamic responses to nutritional, exercise, and psychological (e.g. stress) challenges without significant interruption. The CNAP provides continuous blood monitoring which allows WHNRC investigators to evaluate temporal dynamics in BP and hemodynamic responses and make stronger arguments about individual differences: Standard BP measures do not allow this and introduce high variance. This instrument would be used in WHNRC's other research projects, such as the Cherry Study intervention as well as in the new CRIS project; whereas, the Researchers will be assessing meal & stress challenge-induces changes in cardiometabolic function. The CNAP will also be required in the ongoing & future studies that support the National Program 107 action Plan. The results of this research will contribute to Component 3, Problem Statement 3B, Identify Roles of Food, Food Components and Physical Activity in Promoting Health and Preventing Disease and Component 4, Problem Statement 4A, Understand the Causes and Effects of Obesity and Obesity-Related Disorders. The CNAP 500HD Monitor, manufactured by CNSystems in Graz, Austria, provides non-invasive, beat-to-beat blood pressure measurement. The device displays a blood pressure waveform and continuous systolic/mean/diastolic numeric values along with heart rate and various hemodynamic parameters. It also displays a graphic trend of the patient's blood pressure and heart rate. The CNAP Monitor uses a standard oscillometric bloodpressure cuff and a unique finger cuff to acquire this beat-to-beat information non-invasively. It is FDA-approved. Partners in Medicine is the exclusive distributor of this device for clinical use in the US. Product training, support and servicing for the CNAP Monitor are provided by Partners in Medicine which has a service center located in Louisville, KY. This is the only CNSystems-certified service center in the US. All repair, maintenance, and calibration of CNSystems' CNAP Monitor in the US can only be performed by certified technicians associated with Partners in Medicine. Pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award date will be on or about September 03, 2018 ; and this Notice of Intent is not considered as a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination, by the Government, to compete this proposed PO based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 10:30AM PST, August 31, 2018. Information received will be considered solely for determining whether to conduct a competitive procurement.
