- VA RFI 36C79118R0023 2 DEPARTMENT OF VETERANS AFFAIRS (VA) DENVER LOGISTICS CENTER (DLC) and COMMODITIES AND SERVICES ACQUISITION SERVICE (CSAS) REQUEST FOR INFORMATION (RFI) 36C79118R0023 SOURCES SOUGHT SYNOPSIS This is a Sources Sought Announcement/Request for Information seeking hearing aids and wireless systems for VA Audiology Clinics at VA Medical Centers (VAMCs) through mandatory sources. The Department of Veterans Affairs (VA) Denver Logistics Center and Commodities Services and Acquisition Service, located at 555 Corporate Circle, Golden, Colorado, 80401, intends to issue multiple awards of indefinite-delivery, indefinite-quantity, fixed price contracts for hearing aids and wireless systems at a future date. The Department of Veterans Affairs (VA) Denver Logistic Center (DLC) and Commodities Services and Acquisition Service (CSAS), in support of the Veterans Health Administration (VHA) objective is to ensure availability and consistency of services for nationwide use and to obtain volume-based pricing. The award of Indefinite-Delivery/Indefinite-Quantity contracts to multiple vendors is contemplated to provide the necessary coverage to supply the various types of hearing devices required within the VA to support Veteran patients. The contracts are anticipated to cover national requirements for a base year and four, one-year option periods. Contracts will be used as a mandatory source by VA medical facilities and on a non-mandatory basis by the following agencies: Department of Defense, Indian Health Services, Health and Human Services, and Bureau of Prisons. Hearing aids and wireless systems will be ordered in such quantities as needed to fill agency requirements. Items will be for delivery in CONUS and outlying American territories, f.o.b. destination. The Contractor will be obligated to deliver all items that may be ordered during the term of the contract. There is no expressed or implied guaranteed that the quantities will be ordered regularly. Vendors should note that responses to this RFI may in part be utilized by the Agency in a determination whether or not to set aside particularly listed Agency items or item exclusively for participation by various small business socio-economic concerns. The results of this RFI will be utilized to determine if any Service Disabled Veteran Owned Small Business/Veteran Owned Small Business (SDVOSB/VOSB) opportunities exist. However, this RFI is also being used to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition and issuance of a solicitation. All Small Business, Socioeconomic contracting programs (8(a), HUBZone, WOSB) will be considered. This requirement is assigned a NAICS code of 334510, Electromedical and Electrotherapeutic Apparatus Manufacturing. The size standard for this NAICS code is 1,250 employees. As a result of this RFI, the VA DLC/CSAS may conduct a competitive procurement and subsequently award a contract(s). Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. INFORMATION REQUESTED AND QUESTIONS TO BE ADDRESSED We are requesting interested parties submit answers and/or provide responses to the following: 1. What is your company name, address, and point of contact information? 2. Is your company a United States business? If not, identify the country? 3. Does your company manufacturer hearing aids and wireless systems compatible with hearing aids? If so, please submit a capability statement and, if applicable, similar requirements your company has been contracted to provide. 4. Does your company utilize ear scanning technology for hearing aids and earmold fabrication? If so, please submit a capability statement how your company will be able to address the VA s need to utilize ear scanning technology for hearing aids and earmold fabrication. 5. Please submit a copy of your commercial retail pricing for hearing aids, compatible wireless systems, and ear scanning. 6. Please submit feedback, in the form of a written document, to any questions or concerns that your company deems relevant in response to the attached Draft Statement of Work (SOW). 7. Regarding the size of your company, does it employ more than 1,250 employees? 8. Is your company a Service Disabled Veteran Owned Small Business (SDVOSB) as described by FAR Part 2? 9. Is your company a Veteran Owned Small business (VOSB) as described by FAR Part 2? 10.
