- Page 2 of 3 Introduction: The purpose of this request for information (RFI) is to search for qualified vendors capable of meeting the requirements in support of the grants mission initiatives as described in attached draft Performance Work Statement (PWS) to provide financial and operational oversight assistance relevant to Governmental requirements regarding documentation format, routing, retention and related administrative rules. The primary focus of the work is focused on SSVF internal control program guides, compliance with federal regulations to include Budget Circular A-122 and A-133, 2 CFR 200, 38 CFR Part 62, CFR 215 Uniform Administrative Requirements, IPERIA support and continuous monitoring. See attached Draft Performance Work Statement (PWS) titled Draft PWS. This request is a RFI only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Do not submit a proposal or quote. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Please provide positive or negative feedback regarding the PWS such as recommended changes, noted exceptions, ambiguities, etc. What experience do you have in providing on-site and off-site subject matter expertise and business advisory/consulting services within the realm and all aspects in support of grant internal control program compliance of providing fiscal and auditing support services, specifically for the Department of Veterans Affairs (VA) and Supportive Services for Veteran Families (SSVF)? What experience do you have evaluating Grantees to ensure compliance with 2 Code of Federal Regulations (CFR) 200, 38 CFR Part 62, CFR 215 Uniform Administrative Requirements and Budget Circular A-122 and A-133 are met? What experience do you have utilizing the Grant Information Financial Tracking System (GIFTS) to perform analysis of Homeless Veteran Grantees? What knowledge, skills, abilities, and experience do you have in providing technical documentation business processes that affect financial statements (including accounting cycle memorandums for business processes, flow charts, related general ledger accounts, budget processes, accrual processes and financial systems)? What experience do you have utilizing sophisticated data and statistical analysis techniques for audits, corrective action tracking and continuous monitoring? What experience do you have supporting the President's Management Agenda addressing the initiative to reduce erroneous payments? What experience do you have with assessments of internal control over financial reporting and reviews of financial management systems pursuant to Appendix C of OMB Circular A-123? What experience do you have with the Federal Financial Report, Federal Standard Form 425? If you have experience providing the aforementioned support to Federal agencies, please provide a list of the types of Federal customers you have successfully supported and the resultant outcomes. Please also include supporting detail such as capacity, users, facilities, budget, geographical scope, criticality of services, etc.. Can you meet limitations of subcontracting and perform at least 50 percent of the services between yourself as prime and similar situated entities? Vendors may also submit additional information not specifically requested above, which would provide value and insight to the Government as it relates to VA s requirement described in the draft PWS. Please do not submit general capability statements, marketing materials, or other nonspecific information.
