Description
The Department of the Navy, SPAWAR Systems Center Pacific, intends to negotiate on a sole source basis with Aeronix, located in Melbourne, FL for Media Access Control (MAC) Software and FPGA Physical Layer (PHY) code changes in the Nano EDL Software Defined Radio to support Gender Changing Mode. This effort will require System Engineering Software and Waveform support under NAICS 334220. This service will be procured in accordance with the procedures of FAR Part 12-Commercial Items and FAR Part 13-Simplified Acquisition Procedures. Sole source determination is made in accordance with: FAR Part 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The mission of SPAWAR SSC PAC is to enable Naval, Joint, National, and Coalition war fighters with information dominance through research, development, delivery, and support of integrated capabilities. As such, it is essential SPAWAR provide the necessary equipment and services required for our warfighters to be successful in these efforts. SSC Pac is developing Directional Networking Wireless technology that needs to be capable of operating in a radio frequency (RF) contested environment. This system uses an Aeronix Nano Radio since it is the only true-TDMA (time domain multiple access) waveform that meets our size constraints. The Aeronix Nano Radio uses a base station client communication paradigm. For SSC Pacs in-house developed Multiple Radios per Network Node (MRNNA) system to operate effectively, we need the Aeronix Nano radio to be able to quickly change its Gender in a short amount of time (faster than one second). The required software changes must be applied to the software that controls the Aeronix Nano radio. Therefore, since Aeronix developed and owns the proprietary software which controls the radio, they are the only logical vendor to provide the needed software engineering. This is not a request for quotes and a solicitation package will not be issued. Sources interested in responding to this requirement must be able to provide compelling evidence that they can provide the abovementioned requirement as specified. A determination by the government not to compete this proposed contractual action based upon responses received is solely within the discretion of the government.
