- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quotes are being requested and a written solicitation will not be issued. Solicitation 140L2218R0006 is issued as a request for quotation (RFQ) with an open date of August 23, 2018 and a close date of September 7, 2018. The solicitation documents and the incorporated provisions and clauses are those in effect through FAC 2005-100. This is a total small business set-aside under NAICS 541620 with a size standard of $15.00. The Rio Puerco Field Office has a requirement for the following: The BLM may split five (5) community grazing allotments by pasture (where feasible) by permitted use per community member, within the Rio Puerco Field Office. Forage acres would need to be assessed along with needed range improvements and condition of existing improvements. The grazing operators are tied to Base Water and must therefore qualify for the allotted acreage based on the availability and distribution of water. There is an overlap with the same grazing operator (A) in the Tres Hermanos and Chijuilla Allotments. There is also an overlap with the two of the same operators (F and G) in the Pula Pasture and Cabezon Allotments and an overlap of operator F in the Lost Valley Allotment. The BLM requires an analysis of various alternatives to review prior to making a decision on whether or not to move forward with a split and what the effects will be. Therefore, the BLM needs a contractor to meet with the grazing operators, consolidate the necessary information to develop alternatives, and develop an Environmental Assessment that analyzes issue based resource concerns.
