- Sources Sought Fluidized Bed Rubber Denuding System Maintenance Red River Army Depot (RRAD), Texarkana, Texas, has a requirement for maintenance and repair of the Fluidized Bed Rubber Denuding System (FBRDS). All maintenance and repair work is associated with requirements stated in the Air Emissions Operating Permit issued to Red River Army Depot by the Texas Commission on Environmental Quality. The FBRDS consists of two independent fluidization beds, two quench tanks, two pollution abatement systems, a common control room, and associated ancillary equipment. Interested parties should be able to efficiently perform the maintenance and repair work that includes, but is not limited to: 1. Level IV Maintenance. Annual maintenance performed by factory trained personnel as required by the FBRDS maintenance schedule requirement of the Texas Commission on Environmental Quality (TCEQ) permit. 2. Level III Maintenance. Two (2) yearly maintenances performed by factory trained personnel as required by the FBRDS maintenance schedule requirement of the TCEQ permit. 3. Air Quench Replacement of Cone/Liner. Replacement of major wear items of the cooling tower which include main inner cooling tube, U-tube and the installation of exterior insulation will occur during Level IV Maintenance. 4. Fluidized Bed Sand. Replacement of fluidizing sand as needed through general usage and total yearly replacement during yearly maintenance. It is the specific material properties of the sand; material composition and particle size distributions that contribute to the Fluidization action during the denuding process. Efficient operation of the FBRDS is directly related to the characteristics of the sand. 5. Gas Stream Lime Additive. The Lime controls the sorption of Sulphur oxides (SO2) in the flu gas stream. Regulation of SO2 during the denuding operation is a requirement of the RRAD TCEQ Air Permit. The material properties of the Lime; particle size, specific area, moisture content, affect the dosing equipment and sorption efficiency which directly control the amount of SO2 in the flu stream. 6. Yearly Spare Parts Replacement. Spare parts necessary to support operation of the Fluidized Bed will be supplied on request to prevent shutdown. These parts are known to have to be replaced on a routine basis for continual operation. 7. Emergency System Repair. This 24 hour response to repair equipment failures or shutdowns is to prevent unforeseen production stoppages. 8. Non Pre-Priced Parts. These are major parts that are nearing their rated life that will have to be replaced during this contract period. No award will be made as a result of this sources sought. No reimbursement will be made for any costs associated with providing information in response to this sources sought or any follow up information requests.
