Description
THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. THE GOVERNMENT WILL NOT PAY NOR REIMBURSE ANY COSTS ASSOCIATED WITH RESPONDING TO THIS REQUEST. THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. The Department of Veterans Affairs is seeking a qualified construction contractor firm to provide construction services, and all other related information for Project No. 630A4-14-436, RENOVATE C3 AND D3 WARDS located in St. Albans NY VAMC, St. Albans Campus. This procurement is restricted to Service-Disabled-Veteran-Owned-Small-Business (SDVOSB) firms ONLY. This requirement is being procured in accordance with and as implemented in FAR Subpart 36.2. Applicable NAICS code is 236220 and small business size standard of $36.5 Million. Magnitude of Construction is between $5,000,000.00 and $10,000,000.00. The anticipated award date of the proposed construction contract is on or before 10/30/2018. Potential contractors must be registered in SAM (www.sam.gov) at time of submission of their qualifications in order to be considered for an award. In order to assure compliance with this clause, all firms submitting an SF 1442 for this Sources Sought Notice is required to indicate what percentage of the cost of contract performance will be expended by the concerns employees and in which discipline(s) - subcontracting will not be permitted under this contract. I. The scope of Work: The scope of this project is an extensive renovation of the 3rd Floor of Buildings 85 & 86 known as the CLC C3D3 Unit. The project includes the renovation and upgrade of the Architectural, Mechanical, Electrical and Plumbing Design of the CLC Unit. The existing space is approximately 15,603 square feet, located on the 3rd Floor of Buildings 85 & 86 of VA Medical Center, St Albans Campus, Jamaica, NY. The work consists of but is not limited to the renovation of semi-private CLC beds wards to a portion of single and double occupancy patient rooms. Work also consists of, but is not limited to, the renovation and construction of additional areas and rooms required for the CLC functions including Kitchenette, activity spaces, supply storage, nurses work areas, reception and offices, and accessible toilets/showers as related to the patient rooms. Work shall also include new and upgraded MEP, control, and communication systems, as shown in the construction documents and specifications, including but not limited to the following systems: air distribution and ventilation, plumbing, electrical, telephone, data, TV, nurse call, medical gases and building management. Asbestos remediation shall be required. Upgrades will include additional needs for emergency power, the generation of which will be provided via another project. New and upgraded air distribution and ventilation system, plumbing systems, electrical systems, asbestos remediation is included for the entire 3rd floor of Bldgs 85 & 86 (C3 D3). Minor renovation for the distribution of MEP systems thru the lower two floors is also included. All work described above, for this phase of the project, are shown and described in the construction documents and specifications. II. Specific Requirements: The contractor shall provide to VA and A/E of record ALL submittals, samples, and schedules within 60 calendar days from receipt of Notice to Proceed electronically. Contractor shall incorporate the service of Multivista Photograph or equivalent to take construction documentation photos for photographic documentation of the project at 8 Interior Progressions, a Detailed MEP Exact Build, and Finished Exact Build. All contractor employees under this contract are required to complete the VA's online security awareness training course and the privacy awareness training course annually. The privacy awareness training requirement may be fulfilled under additional privacy awareness training options. Contractors must provide signed certifications of completion to the COR during each year of the contract. This requirement is in addition to any other training that may be required of the Contractor and subcontractor(s). The C&A requirements do not apply, and a Security Accreditation Package is not required. All work shall be done at the VA Medical Center, 179-00 Linden Blvd., St. Albans, NY 11425 in accordance with the work described above. COST RANGE Estimated Construction Cost Range: $5,000,000.00 and $10,000,000.00 TYPE OF CONTRACT CONTEMPLATED The Department of Veterans Affairs is contemplating awarding a firm fixed price contract. ESTIMATED DURATION OF CONTRACT A total number of calendar days for the entire project construction is 700 calendar days from notice to proceed. SELECTION CRITERIA Lowest Price Technically Accepted. LIMITATIONS This procurement is restricted to Service-Disabled-Veteran-Owned-Small-Business (SDVOSB) firms ONLY. SUBMISSION REQUIREMENTS AN INVITATION FOR BIDS WILL BE POSTED ON OR ABOUT SEPTEMBER 14, 2018 THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. THE GOVERNMENT WILL NOT PAY NOR REIMBURSE ANY COSTS ASSOCIATED WITH RESPONDING TO THIS REQUEST. THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.
