- Specification Sheet Provisions and Clauses Information Sheet SAQR Headquarters Air Mobility Command's (HQ AMC) Directorate of Strategic Plans, Requirements and Programs (A5/8) requires the purchase of one (1) KC-46 Jack Stand Tester to be delivered at Seymour Johnson Air Force Base (AFB), North Carolina (NC) within 12-months After Date of Contract (ADC) with an option to purchase a second KC-46 Jack Stand Tester in FY19 to be delivered at Joint Base McGuire-Dix-Lakehurst (JBMDL), New Jersey (NJ) within 12-months ADC. The KC-46 is a wide-body, multi-role tanker that can refuel all United States, allied and coalition military aircraft compatible with international aerial refueling procedures and is designed to carry passengers, cargo and patients. Through the use of the KC-46 Jack Stands, the aircraft is suspended from the ground to allow for maintenance and inspections. KC-46 Jack Stand Testers are utilized to ensure standards of the KC-46 Jack Stands are being met, to include: the ability to support 150 tons, structural integrity, and functionality of the safety relief valve. As reflected on the Mission Partner's (MP) Independent Government Cost Estimate (IGCE), which is based on information from previous acquisitions, the total estimated value of this acquisition, including the one required KC-46 Jack Stand Tester and the optional second KC-46 Jack Stand Tester, is $436,517.52. The manufacture lead-time is 12-months; as such, under the Bona Fide Need rule, the lead-time exception applies. FY17 Procurement 3080 funds will be utilized to fund the one required KC-46 Jack Stand Tester.
