- RFQ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 using Simplified Acquisition Procedures under FAR Part 13; as supplemented with additional information included in this notice and attached documents. HUD, Northern Philadelphia Operations requests quotes from qualified sources capable of providing Transit Subsidy Services for HUD Honolulu, HI, Los Angeles, CA, Phoenix, AZ, San Francisco, CA, and Santa Ana, CA and this announcement and attachments constitute the solicitation. The enclosed statement of work and solicitation defines HUD's Transit Subsidy Services requirement for HUD eligible employees of Honolulu, HI, Los Angeles, CA, Phoenix, AZ, San Francisco, CA, and Santa Ana, CA to effectively support this effort. The contract will be written for a one-year base period and four additional option years, with the performance estimated to be 09/27/2018 through 09/26/2019. HUD will not pay for information received. It is incumbent upon contractors to monitor the Federal Business Opportunities web page (https://www.fbo.gov/) for any/all subsequent amendments. The solicitation document and incorporated provisions and clauses are those in effect through FAR FAC 2005-100 thru August 22, 2018 and HUDAR March 31, 2018. It is the contractor's responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at: http://farsite.hill.af.mil. The NAICS code for this acquisition is 485111 with a size standard of $15M. This is an unrestricted procurement. Questions must be submitted in writing via email to Michelle.L.Johnson@hud.gov no later than noon on September 4, 2018. Any questions received beyond this date will not be answered and telephone inquiries will not be accepted. Individual responses will not be given. Responses to all inquiries will be published on Federal Business Opportunities. Inquiries and information received after the established deadline shall not be considered for this particular acquisition. Oral communications are not acceptable in response to this notice. Only written inquiries will be accepted. The initial submission shall contain the best quote from a price and technical standpoint. HUD intends to evaluate quotes and award a purchase order without communications, but reserves the right to conduct communications if later determined by the Contracting Officer to be necessary. The Government reserves the right to make no award as a result of this solicitation. Award will be made to the quote that represents the best value as stated in the attached solicitation. Vendors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its quote. QUOTES MUST BE SUBMITTED ELECTRONICALLY and shall be sent to the following email address: Michelle.L.Johnson@hud.gov. It is the contractor's responsibility to ensure that quotes are received by HUD by the due date which has been established as Thursday, September 6, 2018 at noon (EST) for this request for quotation.
