Description
The objectives of this effort will be: (1) to support the creation and the continued development of Threat Reduction Networks; (2) to support research, collection, assimilation and documentation of the latest policy and guidance from all relevant stakeholders and gathering relevant data from identified partner countries; and (3) to provide support to the DTRA Science-Technology team. The Army Contracting Command Aberdeen Proving Ground (ACC-APG) Edgewood Division (ECD), 8456 Brigade Street, APG MD 21010 on behalf of the US Army's Edgewood Chemical and Biological Center (ECBC) is issuing this sources sought notice as a means of conducting market research to identify vendors having an interest in and the resources to support the need for facilitating biological research and disease management for purposes of biodefense and enhanced global disease surveillance systems for early pathogen detection and response. PLACE OF PERFORMANCE The work shall be performed at the contractor's facilities and at various Continental United States (CONUS) locations, including Defense Threat Reduction Agency (DTRA) in Fort Belvoir, VA as well as Outside the Continental United States (OCONUS) locations to include but not limited to below table. PROGRAM BACKGROUND ECBC has supported DTRA since 2014 with their collaborative engagements involving organizations such as the Centers for Disease Control (CDC) and the Federal Bureau of Investigations (FBI) and has conducted events and provided support in Azerbaijan, Georgia, Malaysia, Ghana, Cameroon, Senegal, Thailand, Philippines, Lao, and Cambodia. ECBC frequently works with numerous agencies that deal with the bioterrorist threat in the U.S. and abroad. ECBC has established relationships with major stakeholders at all levels (local, state, and federal, and private) by working on various operational and science and technology programs designed to improve capabilities to respond to bioterrorist attacks. This collaboration enhances the efficiency and synergy in the United States (U.S.) Government's biodefense and disease surveillance efforts. ECBC has been the lead technology developer and program integrator supporting DTRA's Cooperative Biological Engagement Program (CBEP) efforts since 2016. REQUIREMENTS This effort is considered complex due to the extent of travel required, working with multiple U.S. and foreign government agencies. The vendor's must possess the required expertise and experience to plan and execute in accordance with the Performance Work Statement (PWS) in the United States as well as OCONUS. The vendor must have experience working with various international stakeholders of previous CBEP or similar events and be able to immediately support CBEP collaborators to include but not limited to the FBI, and CDC where they will serve as planners, facilitators and evaluators during the various events. A copy of the draft PWS is provided as an attachment to this notice. ELIGIBILITY The applicable NAICS code for this requirement is NAICS code 541715 - Research and Development in the Physical, Engineering, and Life Science. The Product Service Code is R429 - Support Professional: Emergency Response, Disaster Planning, and Preparedness Support. Businesses of all sizes are encouraged to respond. SUBMISSION DETAILS Interested parties are requested to submit a capabilities statement of no more than 15 pages in length. The font will be Times New Roman not less than 12 pitch. The deadline for response to this request is no later than 2 pm, Eastern Standard Time (EST), 24 September 2018. The capabilities statement must include at a minimum the following: 1. Describe your company's capability to perform as detailed in the PWS. a. Provide details of international partnerships and established international relationships. b. Provide experience with international travel and the ability to respond rapidly to unexpected CONUS and OCONUS travel. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government. Based on the responses to this sources sought notice, any resultant solicitation may be set aside for small businesses (in full or in part).
