- Description
- The Great Plains Area Indian Health Service hereby submits a notice of intent to award a sole source firm fixed-price contract for a commercially available off-the-shelf (COTS) picture archiving and communications systems (PACS) to Smaart Medical Systems Inc, a small business. The period of performance will be a 12-month period from the date of award. The acquisition is to replace the current PACS system for the Pine Ridge IHS Hospital, Pine Ridge, SD; Rapid City IHS Hospital, Rapid City, SD; and Rosebud IHS Hospital, Rosebud, SD. The total estimated value is less than $725,000.00. This sole source contracting action is pursuing a waiver from issuing a solicitation on a competitive basis pursuant to FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements and is based on agency standardization in accordance with IHS Special General Memorandum 16-02 and HHS/IHS OIT requirements regarding data center standardization and security in accordance with Title 8, Subtitle D, of P.L. 113-291 'Federal Information Technology Acquisition Reform'. The PACS provided by Smaart Medical Systems are the standardized PACS currently utilized within the Great Plains IHS facilities and are installed at: Fort Thompson IHS Health Center, Standing Rock IHS Hospital, McLaughlin IHS Health Center, Woodrow Wilson Keeble Memorial Health Care Center, Wagner IHS Health Center, and Lower Brule IHS Health Center. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of agency standardization, data center standardization, and network security. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals.
