Description

INTENT TO SOLE SOURCE NOTICE This is not a request for quotes or proposals. The Lebanon VA Medical Center (LVAMC) has a requirement to upgrade the Police Departments telephone switchboard. Network contracting Office 4, supporting LVAMC, intends to enter into sole source negotiations with Siemens Industry, Inc The authority for award is defined under FAR 13.106-1 Justification for Single Source Awards. The criteria include: (1) Such concern is determined to be a responsible source with respect to performance of such contract opportunity; (2) The anticipated award price of the contract (including options) will not exceed the simplified acquisition threshold (as defined in FAR 13.000); and (3) In the estimation of the contracting officer, the contract award can be made at a fair and reasonable price that offers best value to the United States. Further guidance is provided in VA Acquisition Regulations 819.7007 which further states in part: (a) The contracting officer s determination whether to make a sole source award is a business decision wholly within the discretion of the contracting officer.
