- NOTICE OF INTENT TO SOLE SOURCE: The U.S. Department of Homeland Security (DHS) intends to negotiate a sole-source procurement with Auton Systems LLC, located at 5448 Darlington Road Pittsburgh, PA, 15217, to build a software tool that provides a mechanism with the capability to continuously assess the health of the fleet as a whole, health of the individual RPMs, and the reliability of the individual parts or part types. This mechanism must also afford the ability to continuously monitor the available data for emergence of equipment health crises, such as new and unexpected failure modes, before they escalate and substantially cripple readiness and effectiveness of the RPM systems in the field. The tool will be based on components of the previously developed data analytic technology, Collective Mind, which has been applied to the maintenance of U.S. military aircraft, analogous to the objectives of Advanced RPM Maintenance Operations Reporter (ARMOR). The associated North American Industry Classification System (NAICS) code is 541715,, which has an annual size standard of 1,000 employees. Interested parties must be registered in the System for Award Management (SAM) at http://www.sam.gov. The Government contemplates an award of a Cost-Plus-Fixed-Fee contract resulting from the sole source solicitation. DHS believes Auton Systems, LLC is the only vendor capable of satisfying this requirement. The circumstances permitting Other than Full and Open Competition Justification is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The intent of this synopsis is to determine if any sources exist and, therefore, no Request for Proposal (RFP) is available. This notice of intent is not a request for competitive quotes, however, all information received by September 14, 2018 will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. All interested parties may submit a capability statement, proposal, or quotation to Ryan Buck, the Contract Specialist, by 5:00 PM EST, Friday, September 14, 2018. The following information must be included in all responses: 1) include information outlined above; 2) fully explain your capability and qualifications and 3) provide pricing that is sufficient to make a determination.
