Description
This announcement serves as a Sources Sought Notice issued for the purpose of Market Research in accordance with Federal Acquisition Regulation (FAR) Part 10. This Sources Sought Notice is issued solely for information and planning purposes and does not constitute a Solicitation nor is this notice a Request for Proposals (RFP). DLA Troop Support is NOT requesting a quote or proposal in response to this notice. This notice should not be construed as a commitment by DLA Troop Support for any purpose. The Government does not intend to pay for information furnished pursuant to this Request for Information (RFI). The purpose of this Sources Sought Notice is to conduct market research to identify other parties that have an interest in, and have the resources to support the following requirement. Defense Logistics Agency seeks your expression of interest and any suggestion regarding DLA Troop Support's desire to establish support for the storage, maintenance and protection of Government-owned precious metals classified under Federal Supply Class (FSC) 9660 to include: pure silver bullion, platinum, iridium, ruthenium, osmium, and other members of the platinum family, and gold (in the form of bullion, sponge/grain, sponge/powder, and ammonium perrhenate crystals). The contractor shall provide secure storage, maintenance and protection of the transferred and consigned aforementioned precious metals in the possession of the contractor at the contractor's plant or in the contractor's account at a nationally recognized precious metals storage facility, at no cost to DLA Troop Support. The contractor will be responsible for inventory of receipt, acceptance, off-loading and depositing in a secure manner and be responsible for all labor, administrative and material costs associated with this function. The precious metals are transferred and consigned to you by a refiner that is under contract with DLA Disposition. DLA recognizes the fact that you are not in business of providing depositary services and that third party depositories charge fees for such services. This aspect is negotiated between the refiner and (you) the contractor. The contractor may commingle Government property with its' own inventories which the contractor may use, sell or otherwise dispose of in any manner. The contractor will make an equal quantity of property conforming to the applicable specification available for use or removal. The precious metals shall be available with minimum delay for use in the performance of existing or possible future contracts or subcontracts with the Government. When metals are required for use on a Government contract/subcontract as Government Furnished Property, an oral agreement will be made. The contractor needs to have the ability to manipulate metals (as they come in various forms) to ship in the exact quantity requested (by Troy Ounce). The contractor will be responsible for the Freight on Board (FOB) Origin preparation of shipments of precious metals and all labor, administrative and material costs associated with this function. In turn you will submit freight invoices to DLA-TS for reimbursement. DLA-TS requests no-cost pool transfers. You also must have the ability to assay if necessary. That will also be reimbursed by DLA-TS. NOTICE: Interested parties need to identify their interest by responding to this announcement via email to Aria Gessner, Aria.Gessner@dla.mil no later than September 7, 2018 at 4:30 pm Eastern Standard Time. Interested parties shall identify their location and the location of storage, if it is not the same location, Cage Code(s) and any POCs. DISCLAIMER: This notice does not constitute a Request for Quote (RFQ), an Invitation for Bids (IFB) or a Request for Proposal (RFP), and is not a commitment by the U.S. Government to procure the aforementioned. No funds are available to pay for the preparation of responses to this notification. The Government will use any information received by the closing date of this notice to determine whether other sources are available and capable to satisfy this requirement.
