These projects are to demonstrate the value of true integrated design which balances aesthetics, cost, and constructability, and reliability, architectural and historic integrity with current needs; create environmentally responsible and superior workplaces for civilian Federal employees; and give contemporary form and meaning to our democratic values.. GSA will announce a Presolicitation Notice for Design Excellence in public architecture for performance of architectural-engineering design for the Tomochichi United States Courthouse Alteration, located in Savannah GA, in accordance with GSA quality standards and requirements. The planned announcement date is approximately October 8, 2018. PROJECT DESCRIPTION The Project is considered an “Alteration” in accordance with GSA P-100 publication for purposes of standards to be met. Work upon this historic structure will involve aspects that are in essence, one or a combination of the following: repair, renovation, rehabilitation, preservation, and alteration to the Tomochichi United States Courthouse, located at 125 Bull Street in the National Historic Landmark District of Savannah GA. The Courthouse was listed on the National Register of Historic Place (#74000663) for Engineering in 1974. It is a single structure comprised of a basement, three floors above ground, an attic and a lookout tower enclosing additional floor levels. The Second Renaissance Revival style Courthouse designed by Jeremiah O'Rourke in the years 1894-1899 is richly ornamented white Georgia marble. An L-shaped addition, constructed in 1930-1932, emulates the detailing of the original building but is executed in glazed white terra cotta rather than marble. Due to the age of the existing Tomochichi Courthouse, major upgrades and/or replacement of major building systems including the building enclosure, plumbing, HVAC, electrical, vertical conveyance and life safety systems are needed to ensure continued operation for the Government and to address energy efficiency. A Courthouse Annex, separated by Whitaker Street is being designed and constructed under separate procurement. The altered Tomochichi Courthouse in conjunction with the Annex, will improve security, provide for future growth, consolidate the Judicial operations, and positively impact downtown Savannah. The Project site is bounded by Bull Street, West York Street, Whitaker Street and East State Street. This alteration project and future compatible development in the Historic District, and its design should reflect the dignity, enterprise, vigor and stability of the Federal Government and respect the original design. The renovated Tomochichi United States Courthouse will retain its’ approximately 125,668 gross square feet (GSF), including 7 parking spaces. The Courthouse will provide a total of three (3) courtrooms – one (one) District, one (1) Senior District and one (1) Magistrate Courtroom. The building will provide space for the United States District and Magistrate Courts, United States Marshals Service, United States Attorney’s Office, United States Probation Office, United States Public Defender’s Office, and GSA’s Public Buildings Service. The Estimated Construction Cost range is approximately $52 to $62 million. GSA has contracted separately for Construction Manager as Agent (CMa), services and will contract separately for Construction Manager as Constructor (CMc), services during the design phase.. The CMa and CMc will be involved in the design process to provide administrative functions, construction expertise, estimating services, building information modeling coordination, and both drawing-based and model-based functionality / constructability reviews. There will be a formal partnering process throughout the design and construction phases to promote successful project development and execution through integrated delivery of the project to accomplish established agreed-upon project objectives by all involved parties to their mutual benefit. SCOPE OF WORK The scope of professional services for the Tomochichi United States Courthouse Alteration, will require at a minimum: professional architectural, landscape architectural, engineering, historic preservation, interior design, and related consulting services to produce concept, design development and construction documents, specifications, cost estimates, schedules, value engineering services, life cycle costing, space planning, building information modeling (BIM) and construction phase services. The performance criteria includes the Alteration of a historically significant existing building, client program requirements, building systems upgrade, and sustainable high performance green building (HPGB) systems and features. The Alteration – Tomochichi United States Courthouse, Savannah GA must be designed to meet the energy goals established by GSA, and will be designed to achieve LEED Gold v4, certification. It will incorporate independent total building commissioning as defined in the GSA design guides. The project is also to include GSA design standards for secure facilities; conformance to the P100 (Facility Standards for Public Buildings) 2018 edition, client agency requirements, and certification through the United States Green Building Council.. SELECTION PROCESS A Request for Qualifications (RFQ) of Architect/Engineering (A/E), Firm/Lead Designer interested in contracting for this work will be required during the solicitation process. The A/E Firm as used in this Sources Sought means an individual, firm, partnership, corporation, association, or other legal entity permitted by law to practice the profession of architecture or engineering that will have contractual responsibility for the project design. The Lead Designer is the individual or the team of designers who will have primary responsibility to develop the concept and the project design. The A/E selection will be completed in two stages as follows: In Stage I, interested firms will submit portfolios of accomplishment that establish the design capabilities of the Lead Designer and Design Firm. In Stage II, shortlisted Lead Designer­A/E teams will be interviewed, and the highest qualified firm will be requested to submit a price proposal for negotiations. The general geographical area location of the project will be considered as a 300 mile radius from Savannah, GA as one of several selection criteria. T he geographic evaluation factor will not be used as a minimum qualification requirement for determining whether a firm is eligible to compete for a proposed project. The geographic evaluation factor will not exceed 5 percent of the total weight of all evaluation criteria. In order to receive the maximum score for this factor, the A/E must demonstrate that at least 35 percent of the architect-engineer contract services (based on the total contract price) will be accomplished within the geographical area established for the project. This criteria will be applied in the Stage II. T he Architect-Engineer of record has 45 calendar days after award to establish a production capability within the general geographical area of the project. This is not a request for Quotation or request for proposal. This is a Sources Sought Notice for interested small business firms. Identification of team members or the Lead Designer(s) is not required for this announcement. IMPORTANT INFORMATION FOR STAGE I SUBMITTALS Firms having the capabilities to perform the services described in this announcement are invited to respond by submitting company letter of interest, inclusive of company location, business type, website and point of contact. A list of qualifying projects, locations, company role, dollar value of the construction project and point of contacts are recommend if not listed not on the provided website. The A/E Firm(s) should be able to identify at least two projects to include restoration/conservation work and represent a history of commendable design work in the restoration/conservation/adaptive reuse construction projects completed in the last ten years, at an approximate construction value of at least $35M. If a single designer, a portfolio submission of up to three projects completed in the last ten years will be requested.
