Description
The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC), has a requirement to service, update, and calibrate components of the MTS structural loading system in order to perform structural testing of beams for the Integrated Force Protection Against Advanced Threats (IFPAAT) Science & Technology Objective-Demonstration (STO-D) Structural Optimization Work Unit. The ERDC intends to issue an award to MTS Systems Corporation (MTS), 1400 Technology Drive, Eden Prairie, MN 55344 (CAGE Code: 34145), on a sole source basis. It has been determined that the required servicing, updating, and calibration can only be performed by MTS technicians due to proprietary nature of the system. The award will be issued in accordance with FAR 13.106-1(b). The NAICS code for this requirement is 811219 with a size standard of 20.5 million dollars. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to janalyn.h.dement@usace.army.mil. The solicitation number shall be included in the subject line of e-mail submissions. Responses must be received no later than 12:00 p.m. CST on September 4, 2018.
