The Laboratory campus (work site) is located in Menlo Park, California approximately two miles southwest of Stanford University. This is a design-bid-build project and the University will be using a best-value trade-off source selection method in accordance with SLAC National Accelerator Laboratory Policies, Procedures, and General Terms and Conditions for Fixed-Price Construction Subcontracts. SLAC National Accelerator Laboratory (SLAC) is seeking a qualified and experienced General Subcontractor to collaborate with SLAC on the Linac Coherent Light Source - II (LCLS-II) project for the construction of the NEH Reconfiguration project in Building 950. This Statement of Work is organized to provide general information as follows: •· Project Location and Site Considerations •· Scope of Work and General Approach •· Deferred Submittals •· NEH Project construction sequence •· Existing Conditions and experimental equipment •· Quality Assurance •· Work not part of the NEH Reconfiguration Project •· Overview of Safety Considerations and Requirements •· Appendix A •· Services and Materials provided by SLAC The proposed work area is comprised of the Near Experimental Hall (NEH), Building 950 and includes the Sub-basement and Basement levels and first floor (mechanical room). The scope consists of complete installation of structural work, new walls and ceiling, chilled water and process cooling (PCW) water piping, Nitrogen piping, installation of electrical systems including but not limited to panel boards, conduits, wiring, cable trays, etc. The scope also includes installation of Government Furnished Property (GFP) and all necessary seismic supports. The project scope includes work in Hutches 1.1 and 1.2 in the sub-basement level and the construction of a new Laser Lab, Laser Hall, Timing Lab, RIXS control room and new Hutches 2.1 and 2.2 in the basement level. Appendix A in the statement of work provides a detailed list of all the equipment and laser tables procured by SLAC and to be provided as Government Furnish Property (GFP) to the Subcontractor. Appendix A, provides the requirements and expectations with which the NEH Reconfiguration Subcontractor shall comply to deliver the end state of installation and construction. It is the Subcontractor's responsibility to provide the qualified skilled labor, services, materials, equipment and tools to meet the requirements of this statement of work. The subcontractor will have full access and control of the construction work area inside the NEH work areas as outlined in the site logistics drawing. SLAC will provide power sources for temporary electrical power as points of connection. Subcontractor is responsible for providing any necessary power skids, temporary wiring, task lighting and equipment connections during the execution of the work. The Subcontractor shall submit all the required documentation to SLAC in accordance with the requirements listed in Appendix A of the statement of work. Subcontractor is responsible for verifying the quantities and type of materials to comply with requirements of technical specifications and drawings. SIGNIFICANT PROJECT NOTES: Marking of Proprietary/Confidential Information: Offerors shall properly mark and identify with a restrictive legend or information markings on pages of the proposal that contain Proprietary/confidential information. Technical, contractual, and administrative questions should be directed to the undersigned, in writing, at albertor@slac.stanford.edu. The Procurement Representative is the SOLE point of contact. Any communication to any other SLAC employee or contractor is grounds for disqualification. Access to view and download LCLS-II NEH Reconfiguration Construction Services project drawings and specifications will require a SLAC National Accelerator Laboratory invitation. Please forward the names, titles and email addresses of those who require access to project drawings and specifications to the Procurement Specialist at albertor@slac.stanford.edu. Period of Performance is November 2018 to March 2020. Project budget falls between $8 and $12 million dollars. Your proposal must be received not later than Tuesday, October 2, 2018, 5:00 PM (PST), and be valid for 120 days from the subject due date. In addition, one electronic (PDF) copy must be submitted by the due date as well. A Site Visit day has been scheduled for Friday, September 7, 2018 at 10:00 AM. Interested parties are invited to submit meeting confirmation and/or any questions (i.e. meeting location) for the subject site visit by September 6, 2018, 4:00 PM to the Procurement Specialist at albertor@slac.stanford.edu. All technical, financial and contractual requirement that need to be met are set forth in detail in the solicitation documents included with the Request for Proposal Number 290720 dated 31 August 31, 2018.
