- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This Solicitation W31P4Q-17-Q-0123 is being issued as a request for quote: however, the Army Contracting Command-Redstone intends to issue a sole source award to Springer STM EBooks for the perpetual purchase (one-time purchase) of Springer STM EBooks 2013-2017 for online access to electronic full text journals covering a wide range of topics in scientific and technical subjects applicable to the Redstone Arsenal Community, Redstone Scientific Information Center (RSIC). This is proprietary, copyrighted materials available only from this publisher. Offerors must comply with provision set forth in FAR 52.212-1, 52.212-2,52.212-3, 52.212-4 and 52.212-5.
