- In accordance with FAR 13.106-1 (c)(1), the Department of Veterans Affairs intends to perform oral solicitations for LED Slit Lamps will be set-aside for SDVOSB s. To be considered eligible for award all SDVOSB s must be registered/verified through Vetbiz.gov. If you wish to be included in this solicitation, please respond electronically to Jennings.herbst@va.gov by 02:00 CST Wednesday, September 5th, 2018. This solicitation will be performed Friday, September 7, 2018. This will be a brand name or equal to solicitation to the following Items Manufactured by Hagg Streit: QTY Part number Description 4 EA 0900.0006 BM LED or Equal Shipping Address: Department of Veterans Affairs Mobile Outpatient Clinic 4444 Demetropolis Road Mobile, AL 36619 USA To be considered technically acceptable, the products must meet the following minimum salient characteristics: Must meet minimum salient characteristics to be technically acceptable: The following are salient characteristics needed for a suitable portable sleep testing device: Illumination Requirements 1. Light source must be LED 2. The slit width must be 0-8 mm continuously 3. The slit length must be 1 -8 mm continuously 4. Illumination field diameter must offer 8, 5, 3, 2,1, 0.2 mm and provide test mark with a fixation star 5. Slit image rotatability must provide a +/- 90-degree range 6. Swiveling must be capable of the slit illumination to the microscope axis 7. Provides the following swiveling ranges: horizontal +/- 90 degrees, vertical 0-20 Degrees 8. Unit must filter blue, red-free (green), and grey (10%) B. Microscope Requirements 1. Stereo angle must equal 13 degrees 2. Magnification changer available in 1 x and 1.6 x 3. Magnification with ocular 10x (Standard) and 16x required 4. Magnification with ocular 25x and 40x available 5. Range of adjusting eye pieces must equal +8 to -8 diopters 6. Inter pupillary distance must range from 54-94 mm C. Instrument Base Operation 1. Unit required to be single handed 3-dimensional operation at control lever 2. Spatial adjustment of base must meet 100 mm (length), 100 mm (side), and 30 Mm (height) D. General Specifications 1. Power supply must be capable of maintaining 100-240 V and 50-60 Hz Operating frequency 2. Working temperature of unit must range from 10 to 35 degrees Celsius 3. Unit must not weight more than 11.5 kg (without power supply) 4. Provides convergent optics for accurate views Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty, and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. This procurement is for new Equipment ONLY; no remanufactured or "gray market" items. All Equipment must be covered by the manufacturer's warranty. (a) Gray market items are Original Equipment Manufacturer s (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts) for VA Medical Centers. No remanufactures or gray market items will be acceptable. (b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed medical supplies, medical equipment and/or services contracts for maintenance of medical equipment (i.e. replacement parts), verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the medical supplies, medical equipment and/or services contracts for maintenance of medical equipment shall be in accordance with the OEM terms and conditions. (c) The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items. *This notice satisfies the requirement at FAR 5.201 to synopsize proposed contract actions. *
