- N0016418RJQ48 - HANDGUN AIMING LASER (HAL) - PSC 5855 - NAICS 333314 Issue Date: 31 AUG 2018 - Closing Date: 05 OCT 2018 - 12:00 PM EST **Originally synopsized as N0016418RJR72 amended to N0016418RJQ48. ** Naval Surface Warfare Center (NSWC) Crane has a requirement for a Handgun Aiming Laser (HAL). The Handgun Aiming Laser (HAL) is a non-visible laser pointer and illuminator device for the Family of Low Visibility and Concealable Pistols (FLVCP) to increase the speed of target acquisition when maneuvering in confined spaces, while prisoner handling, or in extremis after the primary weapon malfunctions. The Government anticipates awarding a five (5)-year, Firm-Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the HAL requirement. The anticipated minimum contract value is $10,000 a maximum contract value not to exceed $6,050,000. The FOB point shall be FOB destination: NSWC Crane, 300 Highway 362, Crane, IN 47522-5001. This requirement will be negotiated on a full and open competition basis in accordance with FAR 6.101, "that contracting officers shall promote and provide for full and open competition in soliciting offers and awarding government contracts." Interested parties can download the solicitation from the website listed above. No hard copies of the solicitation will be mailed. Reference the above solicitation number when responding to this notice. The solicitation attachments will be posted to the FBO website concurrently with the solicitation. The Contractor must be properly registered in the Government System for Award Management database (SAM) in order to receive the solicitation attachments. To be eligible for award, contractors must be properly registered in the Government System for Award Management database (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 1-866-606-8220, or via the Internet at www.sam.gov RFPs are in portable document format (PDF). No hard copies of the solicitation will be mailed. Interested sources must download from the www site listed. To download and view these documents, you will need the latest version of Adobe Acrobat Reader. This software is available free at http://www.adobe.com. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the web site by clicking on the "Submit Bid" does not guarantee offers will be received by the proper person in the correct format. Furthermore, each interested vendor shall monitor the FBO website for amendments that may be issued to this solicitation. Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the controlled attachments.
