Page 2 of 3 Page 1 of 3 Sources Sought Notice Teleradiology Physician Scheduling Licenses THIS IS A Sources Sought Notice ONLY. The Department of Veterans Affairs (VA) Veterans Health Administration desires to procure Teleradiology Physician Scheduling Licenses. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the VA to contract for any supply or service. Further, the VA is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The VA will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code is: 541519 Other Computer Related Services. A brief synopsis of the required product is provided below: National Teleradiology Program (NTP) operates clinical facilities in multiple remote locations and in multiple time zones. NTP staff assigned at each location work non-standard rotating tours of duty to enable 24-hour clinical coverage 365 days a year. Scheduling program licenses for potentially hundreds of users are needed for web based scheduling system that performs the following: Defines assignments by individual and organizational groups Displays assignments collectively and individually in calendar formats Accommodates and facilities change management of assignments as well as subsequent communication of changes to involved parties Enables change request by practitioners Facilitates auto-scheduling to specific NTP defined rules Provides basic reporting tools on usage and shift coverage Provides export function of scheduling data for further analysis in other applications NTP requires a basis or Manual license for some users that meets all the salient characteristics defined below (with the exception of auto-scheduling). For a Manual license, all shifts are inputted by administrative personal. Primarily, contractors, fee basis staff, and part time employees will utilize Manual licenses. An Automatic license is required that projects out future schedules for up to one year through schedule auto-generation functionality; these schedules would be revisable through manual input by administrative staff.. A Manual setup fee includes any costs associated with activating new user accounts, creating individual physician profiles An Automatic Setup fee includes any costs associated with activating new user accounts and creating individualized physician profiles. Accommodate users assigned at various locations in multiple time zones, working non-standard rotating tours of duty to enable 24-hour clinical coverage 365 days a year. System must be accessible 24/7. Ability to accommodate hundreds of users with a capacity to increase the number of accounts incrementally during the course of a year.
