- The Air National Guard (ANG) via the National Guard Bureau, Operational Contracting Division (NGB-AQ), intends to award a contract which utilizes uses a brand-name description for Apple iPad devices for both Air National Guard (ANG) Combat Air Force (CAF) and Mobility Air Force (MAF) units via the Air Force (AFWAY) NETCENTS 2 website under FAR Part 16.505 procedures. This action is to be used to purchase electronic tablets for utilization as Electronic Flight Bags (EFBs) that have been approved by the Defense Information System Agency (DISA) and the U.S. Air Force. This is a supply purchase with an anticipated award date of on or around 30 SEP 2018. ANG has a requirement to acquire Apple iPad Mini 4s and Apple iPad 9.7s for the purpose of providing Electronic Flight Bags to the ANG locations with Mobility Air Force mission. This brand and product model is specifically approved by the Air Force Leading Major Command: Air Mobility Command. EFB systems configuration documentation is included. AFWAY NETCENT vendors will be the source for acquisition solicitation per AFMAN 17-1203, AF IT Asset Management dated 5/18/2018. The EFBs characteristics are as follows: Apple iPad Mini 4 devices to support the ANG EFB initiative for enhance mission safety and accomplishment by vastly increasing efficiency of Cockpit Resource Management (CRM). The initiative currently exploits commercial off-the-shelf (COTS) and government off-the-shelf (GOTS) technology and employs iPad Mini 4 devices that are specifically used for the follow capabilities. No cellular capability is required at this time. a) Wi Fi (802.11a/b/g/n/ac); dual band (2.4GHz and 5GHz); HT80 with MIMO Bluetooth 4.2 technology. b) 7.9-inch (diagonal) LED-backlit Multi-Touch display c) 2048-by-1536 resolution at 326 pixels per inch (ppi) d) Fingerprint-resistant oleo phobic coating e) Fully laminated display f) Antireflective coating g) A8 chip with 64 bit architecture h) M8 motion coprocessor i) Built-in 19.1-watt-hour rechargeable lithium-polymer battery j) Up to 10 hours of surfing the web on Wi Fi, watching video, or listening to music k) Charging via power adapter or USB to computer system While this requirement is a brand name request for Apple products, the Government will compete this requirement amongst authorized resellers of this software within the Air Force (AFWAY) NETCENTS 2 website under FAR Part 16.505 procedures. This requirement for the purpose of purchasing brand name EFB tablets that may be utilized at all Air National Guard locations under FAR 6.302-l(c). The purchase of EFB tablets are limited to only those tablets which have been approved by DISA and the Air Force and identified on the AFMC HQ/A3 website. In accordance with Defense Federal Acquisition Regulation (DFARs), Part 206 Competition Requirements, PGI 206.302-1 when utilizing the authority at FAR 6.302-1, the contracting officer shall post a request for information or a sources sought notice, and shall include the results of this inquiry in the justification required by FAR 6.303. This notice of intent is not a request for quote/proposal. Resellers of the above stated devices do not need to respond this notice. Any interested party/manufacturer that believes it is capable of meeting the electronic tablets for utilization as Electronic Flight Bags (EFBs) that have been approved by the Defense Information System Agency (DISA) and the U.S. Air Force requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 1500 ET on 6 SEP 2018. Responses must be submitted in writing to the Contracting Officers, Mr. Scott Welcheck, via email at scott.m.welcheck.civ@mail.mil and Major Mark Williams, mark.r.williams1.mil@mail.mil no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
