- INTENT TO SOLE SOURCE: The U.S. Department of Veterans Affairs, VHA, Network Contracting Office 17, intends to enter into a sole source procurement with Johnson Controls Inc., 507 E Michigan St M-93, Milwaukee, WI 53202. The procurement is for remote monitoring, mechanical maintenance and onsite Support for the Johnson Controls Metasys connected Services Remote Chiller System and equipment at the Olin E. Teague VA Medical Center, 1901 Veterans Memorial Drive, Temple, TX 76504 and the Doris Miller VA Medical Center, 4800 Memorial Drive, Waco, TX 76711. The period of performance is a base year (10/1/2018 9/30/2019 with 2 option years (Option Year 1: 10/1/2019 9/30/2020, Option Year 2: 10/1/2020 9/30/2021). Johnson Controls is the manufacturer of the proprietary Metasys Connected Services Remote Monitoring System to include retrofit York panels at the VA Medical Centers in Temple and Waco, TX. Johnson Controls direct service branch office is the only channel authorized by Johnson Controls to perform maintenance on the Metasys Connected Services Remote Chiller Monitoring System and Johnson Controls/York equipment. The designated North American Industry Classification Systems (NAICS) Code for this procurement is 238220 with a small business size standard of 15 million dollars. The proposed contract action is for service for which the Government intends to procure from one source via GSA Federal Supply Schedule GS-06F-0060P under the authority of FAR 8.405-6 (a) (1) (i) (B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Interested persons may identify their interest and capability to meet this requirement. This notice of intent is not a request for quotations. Interested parties who believe they can meet this requirement are to submit information to Ross Futch, Contract Specialist, at ross.futch@va.gov. Telephone inquiries will not be accepted. Response must be received no later than 10 AM CST, on, Sep 11, 2018. All information shall be furnished at no cost to the Government.
