- The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC), has a requirement to purchase data loggers for the HMMWV and CIV instrumented vehicles. Currently CRREL is using a HBM data logger in the CIV and is only looking to upgrade this system with the newer technology from HBM. Purchasing the selected pieces of equipment from HBM will allow the government to avoid the substantial cost of purchasing, installing and troubleshooting entirely new non-compatible Data-loggers from a different vendor. This minimizes the learning curve to get the data logging system operational and collecting accurate data and prevents researchers from learning new software and writing new processing algorithms to view the data. The HMMWV data logger must be compatible with the CIV system so modules can be swapped between the two systems and so the same data processing algorithms can be used to view the data. This requires the HMMWV data logger to also be from HBM. The ERDC intends to issue an award to Hottinger Baldwin Measurements, Inc.(HBM, Inc.), 19 Bartlett Street, Marlborough, MA 01752 (CAGE Code: 01HT4), on a sole source basis. It has been determined that the required purchase of data loggers for the HMMWV and CIV instrumented vehicles can only be acquired by HBM, Inc. due to proprietary nature of the systems. The award will be issued in accordance with FAR 13.106-1(b). The NAICS code for this requirement is 334513 with a size standard of 750 employees. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to janalyn.h.dement@usace.army.mil. The solicitation number shall be included in the subject line of e-mail submissions. Responses must be received no later than 12:00 p.m. CST on September 10, 2018.
