Description
The BBG is procuring 384 kb/s of leased Satellite Capacity on Eutelsat 7 West A to accommodate one (1) stereo digital audio pair (128 kb/s) and Graphic Slate content (256kb/s).RadioVision is a proprietary technology platform delivering audio and graphic slate content and can only be provided and supported by Babcock Media Services. This notice is issued in accordance with Federal Acquisition Regulation (FAR) section 5.201 to notify the public of a proposed contract action. The North American Identification Classification System (NAICS) codes applicable to this procurement are as follows: 517410 and 517919 The U.S Agency of Global Marketing (USAGM) intends to contract by means of other that full and open competition and enter into a sole source contract in accordance with FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” with Babcock Media Services. Description of the Services: The BBG is procuring 384 kb/s of leased Satellite Capacity on Eutelsat 7 West A to accommodate one (1) stereo digital audio pair (128 kb/s) and Graphic Slate content (256kb/s).The target downlink coverage area for the VOA Africa 24 Direct to Home (DTH) service is the Horn of Africa which includes the following countries: Djibouti, Eritrea, Ethiopia and Somalia. The data rate of the stereo digital audio pair shall be 128 kb/s and the data rate of the graphic slate content shall be 256 kb/s. The Vendor is responsible for the aggregation of the BBG audio content and the graphic content into a unified service capable of being received on a commercial, integrated receiver/decoder (IRD). A potential future requirement shall be for the Contractor to have the capability to receive the stereo audio pair and the graphic slate content over a Dedicated Fiber and or Direct Internet Access Network. The service is required to be Ku-Band and Free to Air (FTA). The estimated cost of the service for twelve (12) months of Base year one (1) is $126,733.08. The BBG has deployed “RadioVision” services provided exclusively by Babcock Media Services in the Horn of Africa and throughout Mainland China for the past 8 years. RadioVision is a unique service which combines a stereo digital audio pair with a graphic slate, which updates/refreshes periodically. This graphic slate can include scheduling information, graphic artwork, crawlers, and news tickers, etc. RadioVision is superior to a stand-alone radio service due to the inclusion of updateable information embedded in the graphic content. This is a value-added service for our existing radio audience as it is published/listed with Television Services in a program guide/channel line-up or decoder channel search. RadioVision proves more economical than a full bitrate Television Channel as it provides the customer with audio and visual information at considerably lower satellite bandwidth and cost. The information that RadioVision provides to the audience can be updated periodically and will allow for the insertion of breaking news information. Babcock Media Services’ RadioVision platform is the only known product which can satisfy the Agency’s requirements. RadioVision has been an integral part of the BBG’s mission to provide accurate news and information to the Horn of Africa Region for the past 8 years. RadioVision is a proprietary technology platform delivering audio and graphic slate content and can only be provided and supported by Babcock Media Services. The period of performance for the Eutelsat 7 West A, audio with graphic slate service will be: Base Year: September 15, 2018-September 14, 2019 Option 1: September 15, 2019-September 14, 2020 Option 2: September 15, 2020-September 14, 2021 Option 3: September 15, 2021-September 14, 2022 Option 4: September 15, 2022-September 14, 2023 The estimated total contract value to include all options is $ 956,105.43.
