Description
USACE, Engineer Research and Development Center (ERDC) Contracting Office intends to issue a sole source award to Spectra Vista Corporation, 29 Firemens Way, Poughkeepsie, NY, 12603-6522 for the purchase of a spectrometer. The field spectrometer and accessories must have the following minimum specifications: • Provides the exceptional spectral resolution operating across this full spectral region • Use of 100% linear array technology ensures superior wavelength stability. The InGaAs and extended InGaAs detectors are cooled for enhanced stability and sensitivity • All critical optical components are hard mounted to the spectrometer platform • Provides fast, full spectral measurements with no moving gratings • Fixed fore optics ensure a rugged and reliable optical path even at low temperatures • Field swappable fiber optic light guides (optional) are available in various lengths • Internally mounted camera provides a photo record of each target measurement • The internal CPU enables measurements to be made without an external computer • The internal memory stores up to a full day's data without download • The hand-held PDA is supplied with internal Bluetooth wireless technology • The on board Lithium Ion battery is quickly changed and enhances mobility • The instrument is so small, light and completely self- contained that it is easily operated by one person in the most challenging field conditions. • The 1/4VGA color LCD displays data graphically and facilitates stand-alone set-up • A second Bluetooth is provided for communication with up to 16 external sensors • Internal inclinometer enables correct instrument positioning and records offset Technical Spec Requirements: Spectral Range 350 - 2500 nm Spectral Resolution ≤ 3.5 nm, 350 - 1000 nm ≤ 9.5 nm, 1000 - 1880 nm ≤ 6.5 nm, 1880-2500 nm Spectral Sampling Bandwidth ≤ 1.5 nm, 350 - 1000 nm ≤ 3.8 nm, 1000 - 1880nm ≤ 2.5 nm, 1880 - 2500 nm Detectors 512 Si array 350 - 1000 nm 256 InGaAs array 1000 - 1880 nm 256 Extended InGaAs array 1880 -2500 nm FOV (nominal) 4º std., 8 º & 14º optional fore optics 25º optional fiber optic Stray Light < 0.1% @ 500 nm NER 1.0 sec. integration time, W cm-2 nm-1sr-1 < 0.8 x 10 -9 @ 700 nm < 1.2 x 10 -9 @ 1500 nm < 1.2 x 10 -9 @ 2100 nm Max. This notice of intent is for informational purposes only. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
