1333ND18QNB130512-RFQ-SPECIFICATIONS-9Cases-Provisions and Clauses Document COMBINED SYNOPSIS/SOLICITATION 1333ND18QNB640445 Nine (9) Exhibit Cases for the NIST Museum THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR 13.5 SIMPLIFIED PROCEDURES FOR CERTAIN COMMERCIAL ITEMS. This solicitation is a request for quotation. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-100, effective August 22, 2018. 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to the contract specialist within seven (7) days of the posting. All responses to the questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision) The National Institute of Standards and Technology is seeking to purchase Nine (9) Exhibit Cases for the NIST Museum. The associated North American Industrial Classification System (NAICS) code for this procurement is 337215 with a small business size standard of 500 employees. This acquisition is set-aside for Small Business Concerns on FBO. DELIVERY The exhibit cases must be delivered within 60 days of the date of award. The items shall be shipped F.O.B. Destination to: The National Institute of Standards and Technology Shipping and Receiving, Building 301 100 Bureau Drive Gaithersburg, MD 20899 FOB DESTINATION MEANS: The Offeror shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. PAYMENT SCHEDULE A payment schedule will be negotiated with the successful Offeror. The Government prefers that the Offeror be paid in one lump sum payment upon successful completion of delivery, installation, and demonstration of specifications, however, partial payments may be authorized. Offerors are advised that the Government cannot pay more than 15% of the total amount of the award as a "deposit" and/or prior to receipt and acceptance of the equipment. EVALUATION CRITERIA AND BASIS FOR AWARD The Government intends to award a contract from this solicitation to the responsible Offeror whose quotation, conforming to the solicitation, will be lowest price technically acceptable to the Government. The specifications document will be used to evaluate quotes. Technically Acceptable: Technically acceptable means that the Offeror provides a quote that meets all the specifications and requirements of the Line Items. If an Offeror does not indicate how its proposed cases meet a certain minimum requirement, NIST will determine that it does not. Price will be evaluated to determine that total price is consistent with the technical portion of the quotation and is a fair and reasonable overall price to the Government. NIST intends to evaluate quotes and issue a contract based on the initial quotes received. Therefore, the Offeror's initial quote should contain the Offeror's best terms from a price and technical standpoint. NIST reserves the right to request revised quotes from, or negotiate final contract terms with, one or more, but not all, Offerors if later determined by the Contracting Officer to be necessary. INSTRUCTIONS TO OFFERORS REQUIRED SUBMISSIONS All Offerors shall submit the following: 1)Price Quotation: The Offeror shall submit the price quotation electronically. The pricing quotation shall be separate from any other portion of the quotation. The Offeror shall propose a firm-fixed-price quotation for each CLIN. Price quotations shall remain valid for a period of 90 days from the date quotations are due. 2)Technical Quote: For the purpose of evaluation of Technically Acceptable: Documentation that confirms the Offeror is capable of providing the cases with the specifications defined in the specifications document. Offerors shall include a copy of the quoted manufacturer's specifications for the cases. 3)Applicable Provisions and Clauses: This Combined Synopsis/Solicitation, includes the terms and conditions that are set forth herein (see Applicable Provisions and Clauses). a.If the Offeror objects to any of the terms and conditions contained in this solicitation, the Offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following:" [Offeror shall list exception(s) and rationale for the exception(s)]. It is the sole responsibility of the Offeror to identify in their quote any exceptions to the terms and conditions of the solicitation. If the Offeror does not include such a statement, the submission of a quotation in response to this solicitation will be regarded as the Offeror's acceptance of the Government's terms and conditions for inclusion into the resultant purchase order. b.A completed version of all required solicitation provisions (see attached provisions/clauses document - required submissions highlighted in blue). c.Offerors shall provide an active DUNS # for the System for Award Management (SAM) registration. NOTE: The Offeror may submit multiple quotes if proposing different styles of cases. Each quote must stand on its own merit with its own support documentation and pricing. Each quote will be evaluated independently. This procurement IS NOT being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an Offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the Offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation. DUE DATE FOR QUOTATIONS All quotations must be submitted via e-mail to Harry Brubaker Contract Specialist, at Harry.Brubaker@nist.gov. Submission must be received not later than 4:00 p.m. Eastern Time on Friday, September 14, 2018. A quotation shall be considered received when it is received in the electronic inbox of Harry Brubaker not later than the date and time identified herein. All questions regarding this notice must be submitted via e-mail to Harry.Brubaker@nist.gov by 4:00 p.m. Eastern Time on Tuesday, September 11, 2018. Questions submitted after this date may not be addressed by the Government prior to the quotation submission deadline.
