- Sole Source Justification This notice announces the intent by the U.S. Army Medical Acquisition Activity (USAMRAA), 820 Chandler St, Fort Detrick, Maryland, 21702, to award a sole source contract to Home Controls, Inc for GlucoHealth Blood Glucose Meters with Bluetooth Technology for use in the Telemedicine and Advanced Technology Research Center (TATRC). The proposed contract action is for equipment for which the government intends to solicit and negotiate with only one source under the statutory authority 10 U.S.C. 2304 (c)(2). FAR 13.106-1(b)(1)(i): Only one source reasonably available. In July 2018, the DHA/MHS Virtual Health Working Group selected the Mobile Health Care Environment (MHCE) system as the existing government system to support remote health monitoring at two Virtual Medical Center (VMEDCEN) sites for diabetic remote home monitoring. TATRC is the execution agency for MEDCON for the MHCE system. This DHA/MHS selection meant that glucometers that had a proven API for data transfer to the MHCE system would need to be procured for both VMEDCEN sites. At this time, the only Bluetooth enabled, FDA approved glucometer that has a capability API with the MHCE system for automated data transfer to the MHCE system's secure mobile application is the Entra Health Systems MyGlucohealth Wireless Meter model MGH-BT1-FDA. The other requirement is that that glucometer be capability with both Apple iOS and Android OS devices; making this specific model number the only device that can support the mission. In summary, procurement of another device would not meet the interoperability standards required for the VMEDCEN use. An award will be issued on a sole source basis. The North American Industry Classification System (NAICS) for this requirement is 334516 and the size standard is 1,000. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to award a contract no sooner than 15 days after publishing this synopsis. This Special Request for Information is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the expiration date listed in this notice, which reflects at least fifteen (15) days after the publication of this notice, the award will be issued as sole source.
