- Sole Source Justification This notice announces the intent by the U.S. Army Medical Acquisition Activity (USAMRAA), 820 Chandler St, Fort Detrick, Maryland, 21702, to award a sole source contract to Charles River for a Endosafe Nexgen-MCS system for use in the Walter Reed Army Institute of Research (WRAIR). The proposed contract action is for equipment for which the government intends to solicit and negotiate with only one source under the statutory authority 10 U.S.C. 2304 (c)(2). FAR 13.106-1(b)(1)(i): Only one source reasonably available. The Endosafe Nexgen-MCS system is needed to perform weekly QC testing to test water samples and product samples for endotoxin content. Significant labor and raw material savings can be obtained utilizing the reader, the cartridges and the Endoscan-V software. The Nexgen system is the only endotoxin detection system commercially available that meets the mission essential characteristics of the capability using disposable cartridges with pre-filled, FDA-licensed reagents. These cartridges are the only FDA-Licensed and approved cartridges available. The system also utilizes a unique color change feature where the samples are measured and analyzed against an internally archived standard curve which reduces the amount of human error inherent in creating these curves. If this system is not purchased, the WRAIR PBF will have to rely on an antiquated gel clot system that is incapable of meeting today's GMP standards for endotoxin testing (this test method is being phased out by the USP).An award will be issued on a sole source basis. The North American Industry Classification System (NAICS) for this requirement is 334516 and the size standard is 1,000. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to award a contract no sooner than 15 days after publishing this synopsis. This Special Request for Information is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the expiration date listed in this notice, which reflects at least fifteen (15) days after the publication of this notice, the award will be issued as sole source.
