- This is a pre-solicitation announcement for the U.S. Department of Transportation/Maritime Administration (MARAD)/U.S. Merchant Marine Academy (USMMA) located at 300 Steamboat Road, Great Neck, New York. This IS NOT a solicitation for submission of bids nor does it commit the Government. MARAD is seeking one qualified, licensed and insured contractor to provide all of the labor, materials, transportation, tools, equipment and supervision required to repair approximately 27 sets of Barracks staircases identified (Jones, Barry, Rogers, Cleveland, Delano, Murphy and Palmer Halls) at the USMMA. Most of the staircases are heavily damaged and present a serious safety hazard to pedestrians. Prior to submitting a bid, contractors are encouraged to attend one of the scheduled Walk-Throughs offered in the IFB. IAW FAR 36.213-2, the following presolicitation information is provided: (1) Description of the proposed work: Contractor shall schedule the repairs of the staircases so as to minimize the disruption to the USMMA. Power wash all limestone staircases using an approved pH neutral soap or similar cleaner. DO NOT use high pressure water. Power wash all concrete using NorthStar Pressure Concrete Wash Concentrate or approved equivalent. Contractor shall be responsible for removing and re-installing all handrails. Contractor shall be responsible for straightening out the handrails, making repairs and extending the posts so that they are embedded 6" - 8" deep and so the center to edge distance is at least 5-1/2". Handrail holes shall be filled and domed above level using non-shrink, non-metallic grout. Mortar shall match existing. Limestone shall match existing. The 304 stainless steel pins, used to join repaired concrete, shall be a minimum of 10 mm in diameter and 75 mm long. Contractor shall grade all the disturbed areas, add top soil and reseed. Remove all containers, surplus materials, equipment, and debris and leave the site in a clean and orderly condition acceptable to the COR. Contractor shall provide a warranty for a minimum of two years for this project. The magnitude of this construction project is between $250,000 and $500,000. (2) The work will be performed at various locations throughout the campus of the USMMA. (3) An Invitation for Bid (IFB) will be issued on or about 15 days after this notice is posted to FBO. The bids will be opened on or about 30 days following issuance of the IFB. The period of performance is 90 calendar days after the NTP is issued. Work is to be performed during normal business hours of 0700 - 1630, Monday through Friday. Work outside of the normal buisness hours must be approved by the Contracting Officer. (4) N/A; (5) Bids in response to the IFB will be due on or about 30 days following issuance of the IFB; (6) The award is restricted to small businesses, as determined by NAICS code is 238110 with a small business size standard of $15M. (7) There is no charge for the solicitation documents; and (8) The IFB and associated documents will be issued via FBO. Bid and Bond Requirements - 1. A Bid Guarantee in an amount equal to 20 percent of the bid price will be required. 2. THE MILLER ACT of 1935, as amended, IS APPLICABLE TO THE RESULTING REQUIREMENT. Payment and Performance bonds will be required equal to the following penal amounts: (1) Performance bonds. (i) 100 percent of the original contract price; and (ii) If the contract price increases, an additional amount equal to 100 percent of the increase. (2) Payment bonds. (i) (A) 100 percent of the original contract price; and (B) If the contract price increases, an additional amount equal to 100 percent of the increase. (ii) The amount of the payment bond must be no less than the amount of the performance bond.
