Description
Quotation Form Contract Clauses Tensile Testing Machine Specifications This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular. The associated North American Industrial Classification System (NAICS) code for this procurement is 333517, with a small business size standard of 500 employees. All interested companies shall provide quotations for the following: The scope of this contract is to provide a uniaxial machine for tensile and compression testing for materials and systems testing at the USDA Forest Service National Technology and Development Program (NTDP) in San Dimas, CA. NTDP regularly tests and qualifies products on behalf of the federal government for quality assurance and forensics analysis. NTDP seeks to establish a contract with a company to provide a turnkey testing system that includes the testing machine, operating system and graphical user interface (GUI), initial installation and calibration, and on-site training of NTDP staff. The anticipated period of performance is 60 days including equipment installation and training. Technically acceptable means that the Contractor provides a system that meets the requirements specified in the specifications and the requirements of each line item. The Forest Service intends to evaluate quotes and issue a contract based on the initial quotes received. Therefore, the Contractor's initial quote should contain the Contractor's best terms from a price and technical standpoint. Submissions must include: 1. Technical Acceptability. Documentation that confirms the contractor is capable of meeting the equipment specifications and training requirements. Contractors must provide manufacturer specifications and warranty information for the proposed equipment to be considered acceptable. Quote must demonstrate that the equipment requirements will be met with proposed equipment. 2. Price. Include price information for all line items. Equipment must be new; used or remanufactured equipment would not meet technical specifications. FAR 52.212-3, Offerors Representations and Certifications-Commercial Items Offerors must complete annual representations and certifications on-line at http://orca.bpn.gov in accordance with FAR 52.212-3, "Offerors Representations and Certifications-Commercial Items." If paragraph (j) of the provision is applicable, a written submission is required. The following contract clauses apply to this acquisition: • FAR 52.212-4, Contract Terms and Conditions-Commercial Items • FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Submission shall be received not later than Friday, September 14, 2018 via email at creeprevost@fs.fed.us. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
