Description
Sole Source Document - J&A This is a NOTICE OF INTENT TO AWARD a SOLE-SOURCE ORDER and is not a request for competitive proposals. The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service, Northeast Fisheries Science Center intends to award on a sole source basis with Longline Environment, Ltd. 88 Wood Street, London, United Kingdom, using the procedures in FAR Part 13, to provide experimental standard operating procedures and addition of nitrogen cycle to the Farm Aquaculture Resource Management (FARM) Model. The requirement is for the contractor to provide the Government protocol instructions and guidance necessary to conduct laboratory and field experiments needed for the Farm Aquaculture Resource Management (FARM) model that is designed and managed by Longline Environmental. The objective is to enable accurate projection of nitrogen removal at the farm scale for eastern oysters. FARM model updates will allow projection of the ecosystem service of coastal eutrophication reduction provided by the cultivation of eastern oysters. Contractor will validate model updates through comparison to real-world nitrogen removal data obtained from the project's industry partners. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 518210 with a business size standard of $32.5M. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. A statement of capabilities must be received by 11:00am, September 13, 2018. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required services. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Capability statements and related materials must be e-mailed to kelly.taranto@noaa.gov by 11:00 a.m., September, 13, 2018.
