- RFP Justification and Approval Other than Full and Open Performance Work Statement - RFP Attachment B Fillable Past Performance Questionnaire - RFP Attachment A This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is a request for quotation (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97. This is an unrestricted acquistion. The associated North American Industrial Classification System (NAICS) code for this procurement is 611430, with a small business size standard of $11 Million. Description of requirement: The Enhanced Defense Financial Management Training course is licensed and copyrighted by the American Society of Military Comptrollers (ASMC) to provide the formal instruction of the EDFMT course. Only those contractors currently in possession of ASMC licensing at the time of solicitation issuance are permitted to submit an offer in response to this solicitation. No extensions of the solicitation closing date/time will be granted to allow contractors to obtain the required ASMC licensing. The contractor shall conduct training classes at stateside and overseas locations for DoD financial management employees. Specific details regarding the anticipated classroom schedules are included in Appendix 1 and 2 of the the Performance Work Statement (RFP Attachment B). FAR 52.212-1, Instructions to Offerors-Commercial applies to this acquistion; FAR 52.212-2 is applicable to this acquisition; The Government will award a contract resulting from this solicitation to the responsible vendor whose offer conforming to the solicitation will provide the best value to the Government, price and other factors considered. Relative Importance of Factors: The evaluation factors for this requirement are Technical Capability, Past Performance and Price. Technical Capability and Past Performance are equal in importance, and when combined, are significantly more important than Price. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer; FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition; FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquistiion; The full text of FAR provisions or clauses may be accessed electronically at http://acquisition.gov/comp/far/index.html; A full listing of clauses available with attached RFP.
