- SF 1449 QUOTE FORM, STATEMENT OF NEED, TERMS AND CONDITIONS COMBINED SYNOPSIS/SOLICITATION SNOWMOBILE TRAILERS FOR NATIONAL OCEANIC ATMOSPHERIC ADMINISTRATION (NOAA), NATIONAL WEATHER SERVICE (NWS) WEATHER FORECAST OFFICES IN SEATTLE, WA AND POCATELLO, ID. (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number 133MH18QNWWT0006. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-100. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 336212. The small business size standard is 1,000 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial supply: Line Item 0001 - To supply snowmobile trailer delivered to the National Weather Service Weather Forecast Office located in Pocatello, Idaho in accordance with the statement of need. Line Item 0002 - To supply snowmobile trailer delivered to the National Weather Service Weather Forecast Office located in Seattle, Washington in accordance with the statement of need. (VI) Description of requirements is as follows: See attached Statement of Need within the SF-1449 form for complete details. (VII) Date(s) and Place(s) of delivery and acceptance: Delivery shall be made by 10/31/2018 to the following addresses. National Weather Service Weather Forecast Offices Pocatello WFO Idaho 1945 Beechcraft Avenue Pocatello, ID 83204-7508 And Seattle WFO Washington 7600 Sand Point Way NE Seattle, WA 98115-6349 (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (JAN 2017), applies to this acquisition. This is a Best Value Acquisition. In addition to written price quotes, offers are instructed to provide NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non- responsive may be excluded from further evaluation and rejected without further notification to the offeror. 1. Quotes shall be executed and returned on the Standard Form (SF) 1449 or your own company quote form. a) If the quote is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotes that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. 2. Submit quotes to the office specified in this solicitation at or before the time specified in the solicitation. Email quotes are acceptable and preferred, and shall be sent to Terri Moravitz at terri.moravitz@noaa.gov. Quotes may also be faxed to Terri Moravitz at 916-979-3067. The contractor is encouraged to confirm receipt of the quote. 3. Contractor shall have an active registration in the System for Award Management (SAM found at www.SAM.gov in order to be eligible for award. 4. At a minimum the contractor shall provide the following information: a) Point of contact name, telephone and E-mail address. b) DUNS Number c) The specifications of the trailers to be provided. 5. Provide all evaluation criteria in accordance with 52.212-2 in this package. THE GOVERNMENT DOES NOT ACCEPT RESPONSIBILITY FOR NON-RECEIPT OF QUOTES. IT IS THE CONTRACTOR'S RESPONSIBILITY TO REQUEST AND RECEIVE A CONFIRMATION OF THE QUOTE RECEIPT. CAM 1352.215-72 Inquiries (Apr 2010) Offerors must submit all questions concerning this solicitation in writing to Terri Moravitz @ terri.moravitz@noaa.gov. Questions should be received no later than close of business, September 13, 2018. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of clause) (IX) Based on price and the factors set forth in paragraph (a) the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers. All factors have the same value. Paragraph (a) is hereby completed as follows: Evaluation will be based on 1. Technical Capability It is the contractor's responsibility to provide, with the quote, all necessary documentation and/or information for the government to make a determination. 2. Price. The Government intends to award a best value, firm fixed-price purchase order on all or none basis with payment of Net 30. (X) FAR 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS (NOV 2017), must be completed and included with the quote. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (JAN 2017) (Deviation 2017-02) (AUG 2017), applies to this acquisition. (XII) 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items (Jul 2018) (Deviation 2017-02) (Aug 2017), applies to this acquisition. The additional FAR clauses applicable to this acquisition are provided in the SF 1449 documentation. (XIII) Additional terms and conditions that apply to this acquisition are detailed in the SF 1449 attachment. (XIV) Defense Priorities and Allocations System (DPAS) and assigned rating do not apply. (XV) Quotes are required to be received in the contracting office no later than 3:00 P.M. Pacific Daylight Time on Monday September 17, 2018.
