- RFQ No. NIHDA-2018-00427 Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. The solicitation number is NIHDA-2018-00427 and the solicitation is issued as a Request for Quotation (RFQ) on an unrestricted basis, as a full and open requirement. This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; and FAR Part 12-Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. A fixed-price type of purchase order is contemplated for this requirement. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-98 / 05/31/18 Background: The Drug Design and Synthesis Section (DDSS) of the Molecular Targets and Medications Discovery Branch's major research direction is the elucidation of the structure and function of neurotransmitter systems in the mammalian Central Nervous System (CNS) in normal, drug-altered, and pathological states and the molecular mechanism of action of CNS active drugs. Organic/medicinal chemistry is the foundation of the multidisciplinary approach utilized in these studies. These studies require multistep chemical synthesis of gram and larger quantities of target compounds that may require a hydrogenation step in the synthetic route. Flow reactors have been shown to increase the safety of performing these reactions through containment of pyrophoric catalysts in cartridges and by reducing the hazards associated with hydrogen gas while enhancing reaction outcomes. Purpose and Objective: DDSS requires an instrument with the following characteristics: •Reactor with continuous solvent stream •A wide-array of catalysts available in pre-loaded cartridges that can be reused multiple times. •Catalysts cartridges that can be neutralized for disposal in the regular waste stream. •In situ hydrogen generator eliminating external source of hydrogen with generating capacity of up to 60mL/min •Heterogeneous hydrogenations at temperatures from 10°C to 150°C and 100 bar of hydrogen pressure. •User friendly software and interface allowing programming of reaction runs with a timer and continuous data monitoring and collection •Footprint must be small enough to fit inside a standard fume hood •Expandable to accommodate other high temperature reactions with alternative gases •Bench top system Project Requirements: Please see attached Purchase Description for further details.
