- REQUEST FOR INFORMATION (RFI) & INDUSTRY DAY ANNOUNCEMENT: This is a combined special notice for a request for information and an announcement of an Industry Day published under NAICS code 339114 Dental Equipment and Supplies Manufacturing and Distribution. INDUSTRY DAY: The Department of Veterans Affairs (VA), Office of Procurement, Acquisition and Logistics, Strategic Acquisition Center (SAC), announces an Industry Day for establishment of an enterprise-wide Dental Implants contract required to provide oral health services to eligible Veterans. Industry Day will be held on October 18, 2018 from 9:00 AM until approximately 1:00 PM EST at the Waterford Reception Center, 6715 Commerce St. Springfield, VA 22150. Co-hosted by the VA s SAC, Veteran Health Administration (VHA), and Prosthetics and Sensory Aid Service (PSAS). Industry Day will focus on the capability, capacity and viability of private industry to provide the best business solution for Dental Implants. Scope: The objective of the event is to actively engage industry in the development of the Dental Implant and ancillary parts contract solution. At a minimum the scope and or capabilities include the following: Items relating to the Healthcare Common Procedure Coding System (HCPCS) codes [See Attachment I Product Description Dental Implants (Draft)] and requirement listed below: Just in Time JIT delivery method Direct Vendor Delivery DVD method Consignment Agreements Training to VA Clinicians Technology Refresh Sterile packaging VA's Dental Implant Industry Day will offer numerous networking opportunities to include a SAC/VHA panel discussion, followed by a round of one-on-one meetings with VA's acquisition, program and subject matter experts regarding the aforementioned requirement as well as industry's ability to introduce/provide better business solutions for VA's Dental Implant requirement. Attendance is limited to two (2) person per registered company. When registering please provide names for both registrants. Registration is accepted on a first-come, first-served basis, until capacity. Presentation of registration confirmation and/or acknowledgement will be required at check-in. Reservation Request shall be sent by 2:00PM EST on Friday, September 21, 2018 via email to Antonio Ross, at antonio.ross@va.gov (Contract Specialist); and Joy Garrett-Bey, at joy.garrett-bey@va.gov. Doors will open at 8:30 AM for check-in and networking prior to the events start time of 9:00 AM. REQUEST FOR INFORMATION (RFI): This is a Request for Information Only. The Department of Veterans Affairs (VA), Veteran Health Administration (VHA), Prosthetic and Sensory Aid Services (PSAS) have a need for Dental Implant supplies and restorative components (see below). The Strategic Acquisition Center (SAC) is issuing this RFI to determine vendor capability. Industry feedback is required from all socioeconomic categories. The intent of this action is to strategically streamline procurements of dental implant supplies and restorative components throughout the VA. VHA manages the United States largest integrated healthcare system. Veterans healthcare is separated geographically into 21 Veterans Integrated Service Networks (VISNs) with approximately 150 VA Medical Centers (VAMCs), 820 outpatient clinics, and various other Federal facilities to include Community Living Centers (CLCs), Vet Centers and Domiciliary. Together these health care facilities, and the more than 53,000 independent licensed health care practitioners who work within them, provide comprehensive care to about 9.3 million enrolled Veterans. A projected 6.7 million Veterans are expected to use the system in 2018. INFORMATION REQUESTED: To all interested parties, if your company has the potential capability to provide these products, please respond to this RFI as follows: Please provide the following information: Company name, address, DUNS number, and web site (cover page) Point of contact to include e-mail address and telephone number. Business size of the Prime Contractor (check all applicable boxes) Large Small Small Disadvantaged Business (SBA Certified) Women-Owned Small Business HUB Zone Small Business (SBA Certified ) 8 (a) Small Business (SBA Certified ) Veteran Owned Small Business (Verified/Certified) Service Disabled Veteran Owned Small Business (Verified/Certified) *If SDVOSB or VOSB indicate if your company is certified in VetBiz (www.vip.vetbiz.gov) repository. Please respond to the following questions and provide your companies Capabilities Statement and Market Information: Capabilities Statement and Market Information 6 pages maximum (excluding product literature) Are these items manufactured in the US? Does your company have the capability to provide an uninterrupted supply of dental implant supplies and restorative components at an enterprise-wide/national level? If not, identify VISN geographical coverage area? Has your company provided these products to VA and/or another Government agency (enterprise-wide/national level) in the past three years? If so, identify the following: Contract number and or delivery order number; Contract Type Contracting Officer/Contracting Specialist Name/Phone Number/Email; Period of Performance; Scope/Volume (number and type of dental implant supplies and equipment and equipment provided); and Prime or subcontractor. Do you have a Federal Supply Schedule (FSS)? If so, are ALL the supplies and components listed on the PD available on your FSS? Identify the supplies and components not available. Also provide the FSS contract number, source, and category. Identify the dental implant supplies and components on Attachment I Product Description Dental Implants (Draft) Healthcare Procedure Coding System (HCPCS) manufactured or distributed by your company. Based on industry standards what is a recommendation for logical organization of products listed in the Attachment I? How would products be best categorized by supply lines to meet industry expectation for a catalog category. How would your company organize products to recommended categories? What would the title of these categories be? In addition to identified products in Attachment I, what other products fit into the HCPCS category of products commonly sold to the VA, by industry, for Prosthetic that are not identified, but are of value. This includes future solicitation of the identified products. For all products listed and recommended include all sizes, capacity, color, configurations, etc. commonly sold to VA. Exclude specialty outliers products ordered based on individual patient s need. Do you have the ability to: Provide consignment agreements and just-in-time delivery methods? Provide on-site training? Are you a distributor or manufacturer? If a distributor of dental implants, what is your typical markup percentage above the manufacturer s price? If you are a distributor, please specify the ancillary services provided by your company as it relates to dental implants. These services should only be the value-added services that are provided by your company not the manufacturer. The government intends to use the following North American Industry Classification system (NAICS) code: 339114 Dental Equipment and Instruments Manufacturing; 750 Employees. However, if this is not the most applicable code to classify this requirement please suggest a more appropriate code including rationale for NAICS code selection. RESPONSES: Responses are due via email to Antonio Ross, at antonio.ross@va.gov (Contract Specialist); and Joy Garrett-Bey, at joy.garrett-bey@va.gov (Contracting Officer) by 2:00PM EST Friday, September 21, 2018. Reservations for the Industry shall be included in body of the email and RFI response shall be separately attached. Information provided as result of this RFI will be used in formulation of Government Acquisition Strategy. RFI responses shall be submitted as outline above. Do not compress (zip) RFI responses. VA Network Security Operations Center (NSOC) has temporarily blocked email attachments with the.zip extension as a mitigation measure against the ongoing world-wide ransomware event impacting many organizations. During this time,.zip file extensions will be permanently stripped from email traffic, and will not be recoverable. VA email file size is limited to 6 MB.
