- The U.S. Army Corps of Engineers Engineering and Support Center, Huntsville intends to extend the ordering period of the Medical Facilities Architect-Engineering Services (MFAES 2.0) Indefinite Delivery Contracts through 30 September 2019. The current IDC has a one-year base period with four one-year option periods and is currently set to expire 30 September 2018. There are a total of six (6) large business firms and three (3) small business firms in the MFAES 2.0 pool. The proposed contract modification is to extend the ordering period under authority of 10 U.S.C. 2304(d)(1)(B)(i) as implemented by FAR Part 6.302-1 (a)(2)(iii)(A), “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements,” for architect-engineer (AE) design services in support of military medical facilities worldwide. These MFAES contracts provide a variety of AE services to include, but not limited to, planning, survey, energy conservation and analyses studies, and other investigations/studies; comprehensive interior designs; development of requests for proposals; and design services related to new construction, upgrades, maintenance, and repair of various medical facilities, including related infrastructure systems, medical equipment planning and components worldwide This current contract pool possesses specialized skills and institutional knowledge in medical facility requirements development and medical research facility lifecycle support to perform these AE services during this period. This notice is not a request for competitive proposals and a written solicitation will not be issued; however interested parties may identify their interest and capability to respond to the requirement. All responses concerning this Special Notice shall be emailed to Julia Bobick at Julia.C.Bobick@usace.army.mil not later than 1400 (2:00 p.m. Central Time) September 21, 2018, expressing interest and concisely outlining their capabilities and qualifications to perform the effort. Oral communications are not acceptable in response to this notice. A written response must include clear evidence of the respondent's ability to support the described services. The Government is planning to review the Special Notice responses received as a result of this announcement. Responses will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
