- Description
- The United States Army Contracting Command-New Jersey (ACC-NJ), on behalf of the office of the Program Manager for Maneuver Ammunition Systems (PM MAS) intends to issue a request for proposal (RFQ) for the Engineering and Manufacturing Development (EMD) and Production of the 40mm High Velocity (HV) XM1176 High Explosive Dual Purpose -Airburst (HEDP-AB). The cartridge will provide the warfighter with the ability to achieve the required lethal effects against enemy personnel in the open, coupled with the capability to defeat personnel targets in defilade positions. Additionally, the XM1176 will be able to defeat unarmored and lightly armored vehicles. This adds an increased capability over the current M430A1 HEDP cartridge. The requirement for the XM1176 will be achieved through the replacement of the M549/M549A1 fuze to a programmable fuze and associated programming unit (PU). Under this program contractors shall provide EMD, Low Rate Initial Production (LRIP) and Full Rate Production of the 40mm HV XM1176 HEDP-AB cartridge and PU. The contractors shall provide all necessary labor, material, supplies, services, facilities and equipment to perform the requirements of the Statement of Work and the RFP. This procurement will be conducted utilizing full and open competition with the exception of Load, Assemble and Pack (LAP) which will be restricted to the US and Canada. This restriction will be in accordance with FAR 6.302-3. It is forecasted that the resultant contract will have a total period of performance of five (5) years to include a base Cost Plus Fixed Fee (CPFF) EMD effort, a CPFF Option for Design Test & Evaluation (DT&E), a Firm Fixed Price (FFP) option for Low Rate Initial Production 1 (LRIP 1), a FFP Option for LRIP 2 and a FFP Option for one year of Full Rate Production (FRP). The Government intends to award up to two contracts for EMD Phase I and then will down-select to one contractor for EMD Phase II/Developmental Test and Evaluation (DT&E). The contract will also include options for Low Rate Initial Production 1 (LRIP1), Low Rate Initial Production 2 (LRIP2), and Production Year 1 (PY1). The Government intends to award based on the Best Value Trade Off source selection methodology. This is a pre solicitation notice and the Government anticipates that a formal solicitation will be posted on or about 10 October 2018. All information is to be furnished at no cost or obligation to the Government.
