- USCIS intends to award a sole source contract to Grey Ghost, LLC. D.B.A. Grey Cell, 11363 N. Government Way, Hayden, ID 83835 in accordance with Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source. The proposed acquisition is for Enhanced Communications Courses. The North American Industry Classification System (NAICS) code is 611430 and the size standard is $11.0 million. This notice of intent is not a request for quotation or a solicitation for offers and is posted for fifteen (15) calendar days. No solicitation package will be available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received by 4:00 pm EST, September 12, 2018, the solicitation will be issued without further notice. A determination by the Government not to compete this contract is based on this notice and is solely within the discretion of the Government. The Enhanced Communications Courses are a training initiative that U.S. Citizenship and Immigration Services (USCIS) is developing to assist Immigration Service Officers and Immigration Officers in improving interview and communication skills throughout Headquarters Field Operations Directorate. USCIS has fulfilled this requirement in the past through an interagency agreement with U.S. Customs and Border Protection. The firm identified has experience teaching this course and experience with the required curriculum that must remain the same.
