Description

The Department of Veterans Affairs, Network Contracting Office (NCO) 22, is issuing this notice of intent (NOI) to inform industry contractors the Government s intent to execute a Sole Source award under FAR Part 13 Simplified Acquisition Procedures (SAP) with R.F. MacDonald Co., 25920 Eden Landing Rd., Hayward, CA 94545-3816 This requirement is for the emergency service / repair of the Cleaver Brooks Boilers and peripheral equipment located at the VA Loma Linda Healthcare System (VALLHS). R.F. MacDonald Co. shall furnish all labor, materials, supplies, equipment and transportation necessary to perform the repair services in accordance industry standards and OEM specifications. Cleaver Brooks Boiler # 1, Model #: CBLE 200-400, Serial #: T 2194-1-1-2 Cleaver Brooks Boiler # 2, Model #: CBLE 200-400, Serial #: T 2194-1-1-3 Cleaver Brooks Boiler # 3, Model #: CBLE 200-400, Serial #: T 2194-1-1-1 Surge Tank, Model #: SRG-1400, Serial #: T 2194-8-1 Furthermore, Cleaver Brooks, the original equipment manufacturer (OEM) requires only Factory Authorized Sales and Service Representative to be perform the required services to Cleaver Brooks boilers and equipment. Cleaver Brooks provides these representatives exclusive territories to provide parts, service and other support requirements through contractual means. R.F. MacDonald Co. is the authorized representative within the state of California (see link: http://www.cleaverbrooks.com/find-a-rep/index.aspx).     This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart 13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award. The place of performance is as follows: VA Loma Linda Healthcare System, 11201 Benton St, Loma Linda, CA 92537. The North American Industry Classification System (NAICS) for this requirement is 811310. The Small Business Administration size standard for this sector is $7.5 million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
