Description
Mission and Installation Contracting Command, Fort Gordon, GA intends to negotiate/award a sole-source contract with BELLSOUTH TELECOMMUNICATIONS, INC. 2180 LAKE BLVD, ATLANTA GA 30319-6004. The requirement is for Ft. Gordon's MULTI_NODE E911 VIPER Telephony, it is the first contact the public has to engage public safety during an emergency. As a Public Safety Answering Point (PSAP), the primary communication link to receive emergency and non-emergency calls from Ft. Gordon soldiers, residents, and visitors. Current configuration doesn't allow Ft. Gordon or Augusta the ability to answer 9-1-1 Calls if either should suffer a loss of 9-1-1 trunks, server failure or evacuation. There is no secondary location available. The Multi-Node configuration provides Ft. Gordon and Augusta the ability to receive and answer E9-1-1 calls in cases equipment failure or evacuation. The NAICS code is 517311. The authority for this non-competitive award is FAR 13.106-1(b)(1)(i), Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name or industrial mobilization) under Simplified Acquisition Procedures in FAR part 13 and Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 11:00 am on 11 September 2018, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government. Responses may be submitted to charissa.j.hannah.civ@mail.mil.
