- NOTICE OF INTENT TO AWARD SOLE SOURCE THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Reference Number is FA4418-18-Q-0129. The 628th Contracting Squadron, 101 E. Hill Blvd., Joint Base Charleston, intents to award a sole source contract for a hydraulic test stand for 437 MXS at Joint Base Charleston - Air Base. The 628th Contracting Squadron intends to make an award to Hydraulic International Inc, 9201 Independence Avenue, Chatsworth, CA, 91311. Market research was performed and information gathered in determining this company to be the only source for this requirement. In accordance with (IAW) FAR Part 5.207(c) (15) (ii), the proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(b) (ii). This notice of intent to award is not a request for competitive proposals; however responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The justification for the sole source requirements as follows: In accordance with FAR 6.303-2: (1) Agency and Activity: 628 Contracting Squadron, Joint Base Charleston, SC (2) Nature of action being approved: Sole source acquisition. (3) The purpose of this acquisition is for one (1) Hydraulic Test Stand. This purchase is necessary to meet the 437 MXS need to have Critical hydraulic parts tested and controlled to insure reliablity of aircraft parts and remove delays in aircraft operability. Current system in place manufacturer is no longer in business and replacement parts are expensive and increase cost and down time waiting for parts to be delivered.. This equipment is considered mission critical and is operated and maintained by 437 MXA personnel. The system is currently out dated and does not allow for testing of upgraded aircraft parts that need to be tested. The new Hydraulic test stand(MHC A/F27T-2) has been tested and approved by the AF to accomplish these task and is the only such system in place that has went through these test. Any other system would have to be tested and approved before use would be approved for use at Air Force installations. (4) Justification Rationale: IAW FAR 6.302-1(a) (2) One source is capable of providing due to prior AF approval and testing. (5) Demonstration of Unique Qualifications: Hydraulic International, Inc. is the sole manufacturer and distributor of the MHC A/F27T-12. Other manufacturers' products will not meet the exact form/fit of components, and would need prior testing and approval from the Air Force before being used at Air Force installations. This is a lengthy and expensive process that would not fit current needs of the 437 MXS. (6) Description of Solicitation Efforts: IAW FAR 5.102(a) (2), this notice will be posted on the Government-wide Point of Entry (FedBizOpps.gov), and retained in the contract file to document the rationale for a sole source award. (7) The contracting officer has determined that the anticipated cost to the Government will be fair and reasonable based upon previous awards made for same service. (8) Description of market research: Market research was conducted for competing brand manufacturers and it was determined that no other system has been tested and approved for use within the Air Force and getting such testing and approval do not fit the 437 MXS timeline for acquiring a hydraulic test stand. (9) Other supporting facts: The current system that is being used does not meet current needs of the 437 MXS and is causing increases in cost to replace parts and slowing aircraft repairs down and effecting mission execution. The new MHX A/F27T-12 is suited to test all appicable parts for aircraft and has been tested and approved by Air Force for installation use. (10) Interested Sources: Hydraulics International Inc. (11) Actions to prevent barriers that may lead to restricted consideration in the future: Future procurements for Hydraulic Test Stands are usually handed through AFLCMC Robins Air Force base and because of funding issues a waiver was granted to allow purchase at local installation. All future purchase will be handle through AFLCMC Programs office.. (12) This justification is accurate and complete to the best of the contracting officer's knowledge and belief.
