This is a COMBINED SYNOPSIS/SOLICITATION NOTICE for Ceiling Lifts This acquisition implements a 100% set aside for Veteran Owned Small Businesses (VOSBs). The NAICS Code is 339113; size standard is 750 employees. Responses to this notice shall include the following: (a) company name    b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code   (g) Tax ID Number (h) and must    provide a capability statement that addresses the organizations qualifications and ability  to perform as a contractor and provide the commodities described within the Request For Quotation.       Ceiling Lifts Exact Match Brand Name Only (Justification for Limiting Sources is Approved) See Requirements/Specifications below.   The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this Combined Synopsis/Solicitation. This notice shall not be construed as a commitment by the Government to award a contract, nor does it restrict the Government to a particular acquisition approach. Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM located on the web at www.sam.gov). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Small Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov.  Requests for information and resultant responses shall be submitted directly to the contracting officer, Paul Speedling at Paul.Speedling@va.gov. NO TELEPHONE CALLS WILL BE ACCEPTED. All submissions should be received no later than 5:00 pm EST on September 11, 2018. STATEMENT OF WORK Ceiling Mounted Lifts SCOPE OF WORK: The contractor shall provide Ceiling Mounted Lifts for safe assisted transfer, positioning, & movement of dependent patients and residents for the sole purpose of patient care TO VA New Jersey Health Care East Orange Campus, 385 Tremont Avenue, East Orange NJ 07018 AND VA New Jersey Health Care Lyons Campus Community Living Center (CLC) and Building 3 Clinics, 151 Knollcroft Road, Lyons, NJ 07939. 2. PERFORMANCE PERIOD: This contract shall be for one-time purchase only under a firm fixed-price contract. 3. BACKGROUND: Patient height, weight, and body shape are important to consider if a patient cannot reposition or transfer self independently. Patient handling equipment and devices (Slings) come in different sizes to accommodate patients of all shapes, sizes, thus helping to ensure safety of patients and staff during transfer, repositioning, and movement. The goal of using Ceiling Lift is to minimize potential risk of injury to patient and employees. Mobilizing patients is a means of improving their quality of life and generating the best possible outcome of their care. It is essential that caregivers are able to safely perform patient handling tasks without the risk of injury either to themselves or their patients. The VANJHCS purchased Ceiling mounted Lifts Systems w/Scale and supporting Sling supplies in 2009 & 2011 from vendor ARJOHUNTLEIGH for its Acute Care & Nursing Home facility. Due to increase in acuity and dependent patients, purchase of Ceiling Lifts are highly important to reduce pt. and staff potential for injury exposure. Ceiling Lifts need to be purchased for the Same Day Surgery, PT/OT Therapy room in ward 6B EO campus, Wound care clinic in EO campus. New patient lift equipment is required to assist the staff with the daily management of patient care. In regards to patient and employee safety as well as equipment uniformity; the facility is requesting to purchase ARJO ceiling lifts, since there are already ARJO Huntleigh ceiling lifts equipment in use on both campuses; which are considered to be a reliable and trusted patient lift system. In addition, the supporting slings supplies are the required slings to operate this equipment and the rest of the ARJO Ceiling Lifts already in use at the VANJHCS. No other substitute is acceptable per the manufacturer. Ceiling Lift : Ceiling Lift provides safe, comfortable handling of residents/patients by providing more ergonomic working environment for caregivers thereby reducing the risk of patient falls and musculoskeletal injuries of workers. The powered ceiling lifts with slings allow caregivers to safely manage a wide range of resident/patient handling routines. Ceiling lift is used to lift, transfer, and reposition patients. The handheld control unit enables the cargiver to provide a higher quality of patient care, the best available maneuverability for easy positioning in patient transfer routines. It allow the nurse to work in an ergonomically correct posture, to prevent static load injury. 4. Operator Manuals to be provided to users and Service maintenance to be provided as needed. Installation: Detailed installation drawings must be provided to the VA for approval prior to award. Installation must be performed by an authorized ArjoHuntleigh Inc installer. Training / in-service: Vendor must provide Unlimited Operator Training to all clinical staff using the equipment on proper use of equipment upon delivering of equipment 24/7, train all staff on different tours/shifts, and upon request five days a week Monday through Friday excluding holidays.
