Sources Sought Notice Unarmed Security Guard Services This is NOT A REQUEST FOR QUOTE or an announcement of a solicitation. This Sources Sought/Market Survey Notice is being conducted by the Network Contracting Office (NCO) 16 at 2002 Holcombe Blvd. Bldg. 100, Houston, Texas 77030 to identify other sources that are capable of providing unarmed security guard services for the Department of Veterans Affairs (VA) Hot Springs Community Based Outpatient Clinic (CBOC) located at 177 Sawtooth Oak Street, Hot Springs, AR 71901. Contractor shall be able to perform services at hundred percent. Contractor shall provide one (1) uniformed and unarmed level I security guard for the Department of Veterans Affairs (VA) Hot Springs Community Based Outpatient Clinic (CBOC) and as specified in the contract. OBLIGATIONS: Contractor shall furnish all transportation, management, supervision, personnel, equipment and supplies necessary to provide unarmed, uniformed guard services in accordance with all the terms and conditions defined herein. Guards must be at the Hot Springs CBOC by 8:00 AM, Monday-Friday, excluding federal holidays. The contractor / LEV1 Security Guard s role will be to mitigate / minimize any events or situations the Contractor or CBOC staff find threating or disruptive, until the arrival of the local police if deemed necessary and/or the VA Police. The Contractor / LEV1 Security Guard s has no arresting and apprehension powers. Guard shall complete a walk-through of the patient waiting areas no later than 8:20 AM each morning. Guards must patrol the patient waiting areas hourly throughout the day to ensure the safety of the staff and Veterans. Guards must keep a detailed time log of the patrols, noting any events and or concerns of interest. Contractor must perform a complete end of day walk- through of the patient waiting areas prior to departing at 4:30 PM. Guards must respond to all patient and/or visitor disruptive behavior incidents within the patient waiting areas to minimize the situation or until local police arrives. Guards shall be competent and have the ability to make independent determinations on whether the situation warrants the support of the local police or 911 call, or neither. In the event of a disruptive situation deemed to require security assistance, the contractor / LEV1 Security Guard shall immediately contact the local police via phone then attempt to mitigate / minimize any events or situations, until the arrival of local police. All duties and responsibility become that of the local police upon arrival. Immediately notify the VA Police via phone of this incident. If the situation is deemed hostile and could result in an imminent life or death situation the contractor shall call 911, then attempt to mitigate / minimize any events or situations, until the arrival of local police. Guards must complete a VA Form 1393 and submit a copy to COR/ POLICE for each event encountered. The VA Police shall provide contractor the VA Form 1393 and instructions/training on completing the form. Guard shall retrieve supporting info from willing guest / veterans only. Guard shall not mandate or force guest / veterans support in the form filling process. Guard may be required to escort patients to parking lot, if so requested. QUALITY ASSURANCE: The Contractor is responsible for the quality of all work performed under this contract. Any complaints or contract deficiencies identified shall be given a unique tracking number by the COR and must be retained by the Contractor for the entire duration of the contract. A report shall be generated by the COR containing a description of the complaint; date, time, and person issuing the complaint; internal remedies implemented; and resolution of the complaint or deficiency. All pertinent individuals shall be named in the report, and all complaints or deficiencies shall be remedied within seven (7) calendar days of the notification of the complaint or deficiency. The COR has seven days from receipt of the contractors notice for validation approval. On the 8th day 0100, without a COR concurrence, the complaint or deficiency report shall be considered closed/corrected. Surveillance: The COR shall evaluate the services provided by the Contractor on an ongoing basis through random surveillance and inspection. The COR shall also investigate any complaints lodged against the guard by Hot Springs CBOC staff. Standard: The Contractor shall strictly perform all work required under the terms of the PWS. The COR must notify the Contractor of any deficiencies identified and monitor corrective actions until fully remedied. Procedures: When a deficiency exists, it shall be brought to the attention of the COR, Contracting Officer (CO), and the Contractor. The COR shall retain a copy of each complaint or deficiency provided by the Contractor. QUALIFICATIONS: All Contractor personnel must have relevant experience performing the services required in this PWS. Minimum Qualification Standards: Security guards employed by the Contractor shall meet the following minimum qualification standards: Education/Experience: Possess a high school diploma or equivalency and have two (2) years experience demonstrating: The ability to interact with the public. The ability to read, understand and apply printed rules, detailed orders, instructions, and training material. The ability to maintain poise and self-control under stress. The ability to construct and write clear, concise, accurate, and detailed reports. Age: All Contractor personnel performing under this contract shall be a minimum of 18 years of age and be qualified as required by local and state laws. Training: All personnel assigned to work under this contract shall have completed training prior to an assignment. Proof of LEV1 Security Guard training may be requested by the COR. CONTRACTOR PERSONNEL: Contractor personnel working under this contract shall not be considered VA employees for any purpose and shall be considered employees of the Contractor. All Contractor personnel assigned to the performance of this contract shall wear a Contractor-provided uniform that clearly identifies the individual as a Contractor. All Contractor personnel are required to wear VA issued Velocity Badges during the entire time they are on the VA grounds. Velocity Badges shall be worn above waste level and worn on their outer garments to ensure clear visibility at all times. Contractor personnel shall present a neat appearance, to include no visible tattoos, ear rings, serviced beards, no unprofessional hair-cuts, styles and hair colors. Contractor personnel shall wear distinctive clothing such as uniform, badges, patches, etc. Such uniform shall clear identify the individual as a Contractor. The Contractor shall ensure that the staff assigned shall be cognizant of the VA s sexual harassment and drug-free workplace policies. The Contractor may obtain a copy of this information from the COR. Consumption of alcohol on VA property is prohibited. The contractor shall be immediately notified of any guard that reports for duty and appears to be impaired. If the Guard uses tobacco, he/she must comply with the VA s tobacco use policy. The Contractor shall ensure the post is filled each duty day and shall have means to augment the post should the employee be sick or on vacation. CONTRACTOR S RESPONSIBILITIES: The Contractor shall maintain personal liability and property damage insurance prescribed by the State of Arkansas and the terms and conditions of this contract. Contractor shall take all precautions necessary to protect persons and property from injury or damage during the performance of this contract. Contractor shall be responsible for any injury to himself/herself, his/her employees, or others, as well as for any damage to personal or public property that occurs during the performance of this contract that is caused by him/her or his/her employees fault or negligence. Contractor shall comply with all VA safety standards, industry standards, and state & local laws. VA POLICY: Possession of weapons is prohibited. Enclosed containers are subject to search. Violations of VA regulations may result in citations answerable in the United States (Federal) District Court. HOURS OF SERVICE: Day Guards Hours Sunday 0 None Monday 1 8:00AM -4:30 PM Tuesday 1 8:00AM -4:30 PM Wednesday 1 8:00AM -4:30 PM Thursday 1 8:00AM -4:30 PM Friday 1 8:00AM -4:30 PM Saturday 0 None Holiday 0 None Federal Holidays observed by VA: New Year s Day: January 1st Martin Luther King s Birthday: Third Monday in January President s Day: Third Monday in February Memorial Day: Last Monday in May Independence Day: July 4th Labor Day: First Monday in September Columbus Day: Second Monday in October Veterans Day: November 11th Thanksgiving Day: 4th Thursday in November Christmas Day: December 25th When a Holiday falls on a Sunday, the following Monday shall be observed as a legal Holiday by U.S. Government Agencies. When a Holiday falls on a Saturday, the preceding Friday shall be observed as a legal Holiday. Overtime: In the event clinics continue past normal business hours the COR, or designated representative, shall notify the contractor the working day prior in advance that overtime is requested. Thus, proper accommodations are met and contractor can plan accordingly. Overtime must be compensated at time-and-a-half the hourly rate. INTERFERENCE TO NORMAL FUNCTION: The Contractor may be required to interrupt their work at any time so as not to interfere with the normal functioning of the facility, including utility services, fire protection systems, and passage of facility patients, personnel, equipment and carts. Contractor personnel shall inform the COR of the need to gain access to secured areas. If access is required to secure areas, prearranged scheduling shall be made with the COR or their designee. The expected period of performance is a base period, plus two (2) options of one (1) year in length, exercisable at the Government s discretion.
